| 1 | AN ACT concerning finance.

| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The Illinois Procurement Code is amended by | |||||||||||||||||||
| 5 | changing Section 50-1 as follows:

| 7 | Sec. 50-1. Purpose. It is the
the express duty of all chief | |||||||||||||||||||

officers, State purchasing officers, and their | |||||||||||||||||||
| 9 | designees to maximize the value
of the expenditure of public | |||||||||||||||||||
| 10 | moneys in procuring goods, services, and contracts
for the | |||||||||||||||||||
| 11 | State of Illinois and to act in a manner that maintains the | |||||||||||||||||||
| 12 | integrity
and public trust of State government. In discharging | |||||||||||||||||||
| 13 | this duty, they are
charged to use all available information, | |||||||||||||||||||
| 14 | reasonable efforts, and reasonable
actions to protect, | |||||||||||||||||||
| 15 | safeguard, and maintain the procurement process of the
State of | |||||||||||||||||||
| 16 | Illinois. | |||||||||||||||||||
