Bill Title: Amends the State Fire Marshal Act. Provides that the Division of Arson Investigation within the Office of the State Fire Marshal shall employ certified youth firesetter interventionists who conduct youth firesetter interventions when local authorities cannot do so on their own or when multiple local authorities in separate jurisdictions are involved. Requires the Division to assist youth firesetter interventionists throughout the State who have limited capabilities or particularly challenging cases, and to conduct training to certify youth firesetter interventionists throughout the State.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The State Fire Marshal Act is amended by adding | |||||||||||||||||||
5 | Section 5 as follows:

6 | (20 ILCS 2905/5 new) | |||||||||||||||||||
7 | Sec. 5. Certified youth firesetter interventionists. | |||||||||||||||||||
8 | Subject to appropriation, the Division of Certified Youth | |||||||||||||||||||
9 | Firesetter Interventionists is established within the Office | |||||||||||||||||||
10 | of the State Fire Marshall. The Division shall consist of | |||||||||||||||||||
11 | certified youth firesetter interventionists who conduct youth | |||||||||||||||||||
12 | firesetter interventions when local authorities cannot do so | |||||||||||||||||||
13 | on their own or when multiple local authorities in separate | |||||||||||||||||||
14 | jurisdictions are involved. The Division shall assist youth | |||||||||||||||||||
15 | firesetter interventionists throughout the State who have | |||||||||||||||||||
16 | limited capabilities or particularly challenging cases. The | |||||||||||||||||||
17 | Division shall conduct training to certify youth firesetter | |||||||||||||||||||
18 | interventionists throughout the State. The Division shall be | |||||||||||||||||||
19 | headed by the Youth Firesetter Interventionist Coordinator, | |||||||||||||||||||
20 | who shall facilitate calls to the Division for referrals and | |||||||||||||||||||
21 | Freedom of Information Act requests and central record keeping | |||||||||||||||||||
22 | in the Office. Each certified youth firesetter interventionist | |||||||||||||||||||
23 | employed by the Division shall be compensated at a rate that is |

1 | comparable to the rate of compensation for a State arson | ||||||
2 | investigator and shall be provided with a vehicle to perform | ||||||
3 | the duties described in this Section.
