Bill Title: Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois Law Enforcement Training Standards Board may not charge retired law enforcement officers more than $30 annually to complete the annual certification of retired law enforcement officers qualified under federal law to carry a concealed weapon.

1 | AN ACT concerning government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Police Training Act is amended by | |||||||||||||||||||
5 | changing Section 10 as follows:

6 | (50 ILCS 705/10) (from Ch. 85, par. 510) | |||||||||||||||||||
7 | Sec. 10. The Board may make, amend and rescind such rules | |||||||||||||||||||
8 | and regulations as may be necessary to carry out the | |||||||||||||||||||
9 | provisions of this Act, including those relating to the annual | |||||||||||||||||||
10 | certification of retired law enforcement officers qualified | |||||||||||||||||||
11 | under federal law to carry a concealed weapon. The Board may | |||||||||||||||||||
12 | not charge retired law enforcement officers more than $30 | |||||||||||||||||||
13 | annually to complete the annual certification. A copy of all | |||||||||||||||||||
14 | rules and regulations and amendments or rescissions thereof | |||||||||||||||||||
15 | shall be filed with the Secretary of State within a reasonable | |||||||||||||||||||
16 | time after their adoption. The schools certified by the Board | |||||||||||||||||||
17 | and participating in the training program may dismiss from the | |||||||||||||||||||
18 | school any trainee prior to the officer's completion of the | |||||||||||||||||||
19 | course, if in the opinion of the person in charge of the | |||||||||||||||||||
20 | training school, the trainee is unable or unwilling to | |||||||||||||||||||
21 | satisfactorily complete the prescribed course of training. | |||||||||||||||||||
22 | The Board shall adopt emergency rules to administer this | |||||||||||||||||||
23 | Act in accordance with Section 5-45 of the Illinois |

1 | Administrative Procedure Act. For the purposes of the Illinois | ||||||
2 | Administrative Procedure Act, the General Assembly finds that | ||||||
3 | the adoption of rules to implement this Act is deemed an | ||||||
4 | emergency and necessary to the public interest, safety, and | ||||||
5 | welfare. | ||||||
