Bill Title: Amends the Discontinuance of Township Organization Article of the Township Code. Provides that, when a petition to discontinue township organization meeting the required voter threshold has been filed, the township shall hold, no later than 60 days before the general election in which the proposition will be voted on, at least 2 town hall meetings regarding the question of the continuance of township organization. At the meetings, requires the township board to provide the public (i) an analysis of the cost to citizens regarding services if the discontinuance referendum passes and (ii) information on whether an intergovernmental agreement exists with a unit of local government bordering the township under which the other unit of local government will provide services upon the discontinuance of the township.

Amends the Discontinuance of Township Organization Article of the Township Code. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Township Code is amended by changing
5Section 25-5 as follows:
6 (60 ILCS 1/25-5)
7 Sec. 25-5. Petition and referendum to discontinue township
8organization. Upon the petition of at least 10% of the
9registered voters of each township of a county, as determined
10on the date registration closed before the regular election
11next preceding the last day on which the petition may be filed,
12that has adopted township organization, the county board shall
13certify and cause to be submitted to the voters of the county,
14at the next general election, the question of the continuance
15of township organization. A signature on a petition shall not
16be valid or counted in considering the petition unless the
17form requirements are complied with and the date of each
18signature is less than 90 days before the last day for filing
19the petition. The statement of the person who circulates the
20petition must include an attestation (i) indicating the dates
21on which that sheet was circulated, (ii) indicating the first
22and last date on which that sheet was circulated, or (iii)
23certifying that none of the signatures on the sheet was signed

1more than 90 days before the last day for filing the petition.
2 When a petition meeting the required voter threshold has
3been filed under this Section, the township shall hold, no
4later than 60 days before the general election in which the
5proposition will be voted on, at least 2 town hall meetings
6regarding the question of the continuance of township
7organization. At the meetings, the township board shall
8provide the public (i) an analysis of the cost to citizens
9regarding services if the discontinuance referendum passes and
10(ii) information on whether an intergovernmental agreement
11exists with a unit of local government bordering the township
12under which the other unit of local government will provide
13services upon the discontinuance of the township.
14 The proposition shall be substantially in the form:
15 Shall township organization be continued in (name of
16 county)?
17The votes shall be recorded as "Yes" or "No".
18 The petition shall be treated and the proposition
19certified in the manner provided by the general election law.
20After the proposition has once been submitted to the
21electorate, the proposition shall not be resubmitted for 4
22years.
