Bill Title: Amends the Gubernatorial Boards and Commissions Act. Provides that a person is ineligible for appointment or reappointment to any board or commission for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official or is a party to a civil union with a State official. Amends the Civil Administrative Code of Illinois. Provides that a person is ineligible for appointment or reappointment as the head officer of a department of State government for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official or is a party to a civil union with a State official. Defines "State official" and "party to a civil union".

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Gubernatorial Boards and Commissions Act is | |||||||||||||||||||||
5 | amended by adding Section 17 as follows:
| |||||||||||||||||||||

7 | Sec. 17. Eligibility for appointment or reappointment to a | |||||||||||||||||||||
8 | board or commission. A person is ineligible for appointment or | |||||||||||||||||||||
9 | reappointment to any board or commission for a term of office | |||||||||||||||||||||
10 | beginning on or after the effective date of this amendatory Act | |||||||||||||||||||||
11 | of the 98th General Assembly, if the person is a spouse, child, | |||||||||||||||||||||
12 | or spouse of a child of a State official or is a party to a | |||||||||||||||||||||
13 | civil union with a State official. For the purposes of this | |||||||||||||||||||||
14 | Section, "State official" has the meaning established in | |||||||||||||||||||||
15 | subsection (c) of Section 2 of the Lobbyist Registration Act, | |||||||||||||||||||||
16 | and "party to a civil union" has the meaning established in | |||||||||||||||||||||
17 | Section 10 of the Illinois Religious Freedom Protection and | |||||||||||||||||||||
18 | Civil Union Act.
