Bill Title: Amends the Illinois Police Training Act. Provides that one member of a Mobile In-Service Training Unit shall be appointed to the Illinois Law Enforcement Training Standards Board, and removes the requirement that the Director of the Illinois Police Training Institute serve on the Board. Effective January 1, 2012.

2 | Be it enacted by the People of the State of Illinois,

4 | Section 5. The Illinois Police Training Act is amended by | |||||||||||||||||||
5 | changing Section 3 as follows:

7 | Sec. 3. Board - composition - appointments - tenure - | |||||||||||||||||||
8 | vacancies. The Board
shall be composed of 19 members selected | |||||||||||||||||||
9 | as follows: The Attorney
General of
the State of Illinois, the | |||||||||||||||||||
10 | Director of State Police, the Director of
Corrections, the | |||||||||||||||||||
11 | Superintendent of the
Chicago Police Department, the Sheriff of | |||||||||||||||||||
12 | Cook County, one member of a Mobile Team In-Service Training | |||||||||||||||||||
13 | Unit, as defined in Section 2 of the Intergovernmental Law | |||||||||||||||||||
14 | Enforcement Officer's In-Service Training Act the Director of | |||||||||||||||||||
15 | the
Illinois Police Training Institute , the Special Agent in | |||||||||||||||||||
16 | Charge of the
Springfield, Illinois, division of the Federal | |||||||||||||||||||
17 | Bureau of Investigation, the
Executive Director of the Illinois | |||||||||||||||||||
18 | Board of Higher Education and the following
to be appointed by | |||||||||||||||||||
19 | the Governor: 2 mayors or village presidents of Illinois

20 | municipalities, 2 Illinois county sheriffs from counties other | |||||||||||||||||||
21 | than Cook
County, 2 managers of Illinois municipalities, 3 | |||||||||||||||||||
22 | chiefs of municipal police
departments in Illinois having no | |||||||||||||||||||
23 | Superintendent of the Police Department on
the Board and 2 |

1 | citizens of Illinois who shall be members of
an organized | ||||||
2 | enforcement officers' association which has no other members
on | ||||||
3 | the Board other than the chief of a municipal police | ||||||
4 | department, the
Special Agent of the Federal Bureau of | ||||||
5 | Investigation, the Director of State
Police, a county sheriff | ||||||
6 | or deputy sheriff. The appointments of the Governor
shall be | ||||||
7 | made on the first Monday of August in 1965 with 3 of the | ||||||
8 | appointments
to be for a period of one year, 3 for 2 years, and | ||||||
9 | 3 for 3 years. Their
successors shall be appointed in like | ||||||
10 | manner for terms to expire the first
Monday of August each 3 | ||||||
11 | years thereafter. All members shall serve until their
| ||||||
12 | respective successors are appointed and qualify. Vacancies | ||||||
13 | shall be filled by
the Governor for the unexpired terms.

15 | Section 99. Effective date. This Act takes effect January | ||||||
16 | 1, 2012.
