Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish a program to award grants to units of local government for the purposes of demolishing or repairing commercial buildings that are detrimental to public health or safety as a result of dilapidation, obsolescence, deterioration, or the failure of the building to meet minimum code standards.

SYNOPSIS AS INTRODUCED:
20 ILCS 605/605-1130 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish a program to award grants to units of local government for the purposes of demolishing or repairing commercial buildings that are detrimental to public health or safety as a result of dilapidation, obsolescence, deterioration, or the failure of the building to meet minimum code standards.

1    AN ACT concerning State government.
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1130 as follows:
7    (20 ILCS 605/605-1130 new)
8    Sec. 605-1130. Local government building repair and
9demolition grant program. Subject to appropriation, the
10Department of Commerce and Economic Opportunity shall
11establish a program to award grants to units of local
12government for the purposes of demolishing or repairing
13commercial buildings that are detrimental to public health or
14safety as a result of one or more of the following:
15dilapidation; obsolescence; deterioration; or the failure of
16the building to meet minimum building code standards. The
17Department may adopt rules to implement and administer the
18grant program created by this Section.
