Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall evaluate eligibility of special districts for State and federal programs, grants, and subsidies based on eligibility requirements set forth in their statutory charters. Amends the Kaskaskia Regional Port District Act. Provides that the Port District has power to apply for and accept grants, loans, or appropriations from the federal and State government (currently, only federal government) or any agency or instrumentality thereof, to be used for any of the purposes of the District and to enter into agreements with the federal and State government (currently, only federal government) in relation to such grants, loans or appropriations.

| 1 | AN ACT concerning State government.

| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Department of Commerce and Economic | ||||||
| 5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
| 6 | amended by changing Section 605-30 as follows:
| ||||||
| 7 | (20 ILCS 605/605-30) (was 20 ILCS 605/46.41)
| ||||||
| 8 | Sec. 605-30. State and federal programs, grants, and | ||||||
| 9 | subsidies. The Department shall use the State and federal | ||||||
| 10 | programs,
grants,
and
subsidies that are available to assist in | ||||||
| 11 | the discharge of the
provisions
of the Civil Administrative | ||||||
| 12 | Code of Illinois. The Department shall evaluate eligibility of | ||||||
| 13 | special districts for State and federal programs, grants, and | ||||||
| 14 | subsidies based on eligibility requirements set forth in their | ||||||
| 15 | statutory charters.
