Bill Title: Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that a person holding the degree of Doctor of Veterinary Medicine, or its equivalent, from an accredited college of veterinary medicine, and who has applied in writing to the Department for a license to practice veterinary medicine and surgery in any of its branches, and who has fulfilled the qualification requirements of the Act, with the exception of receipt of notification of his or her examination results, may practice under the direct supervision of a veterinarian who is licensed in the State, until: (1) the applicant has been notified of the results of the examination authorized by the Department; or (2) the applicant has withdrawn his or her application (now, such person may receive, at the discretion of the Department, a temporary permit to practice under the direct supervision of a veterinarian who is licensed in the State). Effective immediately.

1 AN ACT concerning professional regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Veterinary Medicine and Surgery Practice Act
5 of 2004 is amended by changing Section 11 as follows:

8 Sec. 11. Practice pending licensure. Temporary permits. A
9 person holding the degree of Doctor of Veterinary Medicine, or
10 its equivalent, from an accredited college of veterinary
11 medicine, and who has applied in writing to the Department for
12 a license to practice veterinary medicine and surgery in any of
13 its branches, and who has fulfilled the requirements of Section
14 8 of this Act, with the exception of receipt of notification of
15 his or her examination results, may receive, at the discretion
16 of the Department, a temporary permit to practice under the
17 direct supervision of a veterinarian who is licensed in this
18 State, until: (1) the applicant has been notified of his or her
19 failure to pass the results of the examination authorized by
20 the Department; or (2) the applicant has withdrawn his or her
21 application; (3) the applicant has received a license from the
22 Department after successfully passing the examination
23 authorized by the Department; or (4) the applicant has been

1 notified by the Department to cease and desist from practicing.
2 A temporary permit may be issued by the Department to a
3 person who is a veterinarian licensed under the laws of another
4 state, a territory of the United States, or a foreign country,
5 upon application in writing to the Department for a license
6 under this Act if he or she is qualified to receive a license
7 and until: (1) the expiration of 6 months after the filing of
8 the written application, (2) the withdrawal of the application
9 or (3) the denial of the application by the Department.
10 A temporary permit issued under this Section shall not be
11 extended or renewed. The holder of a temporary permit The
12 applicant shall perform only those acts that may be prescribed
13 by and incidental to his or her employment and those acts that
14 act shall be performed under the direction of a supervising
15 veterinarian who is licensed in this State. The applicant
16 holder of the temporary permit shall not be entitled to
17 otherwise engage in the practice of veterinary medicine until
18 fully licensed in this State.
19 The Upon the revocation of a temporary permit, the
20 Department shall immediately notify, by certified mail, the
21 supervising veterinarian employing the applicant and the
22 applicant that the applicant shall immediately cease and desist
23 from practicing if the applicant (1) practices outside his or
24 her employment under a licensed veterinarian; (2) violates any
25 provision of this Act; or (3) becomes ineligible for licensure

2 Department upon proof that the holder of the permit has engaged
3 in the practice of veterinary medicine in this State outside
4 his or her employment under a licensed veterinarian.

6 Section 99. Effective date. This Act takes effect upon
7 becoming law.
