Bill Title: Amends the Township Code. Provides that, except as otherwise required by a contract existing on the effective date of the amendatory Act or by federal law, a township board may not provide group life, health, accident, hospital, or dental insurance or any combination of those types of insurance to the spouse of an employee or official or provide those types of insurances after the employee's employment ends or official's term of office expires. Makes conforming changes.

SYNOPSIS AS INTRODUCED:
60 ILCS 1/100-15

Amends the Township Code. Provides that, except as otherwise required by a contract existing on the effective date of the amendatory Act or by federal law, a township board may not provide group life, health, accident, hospital, or dental insurance or any combination of those types of insurance to the spouse of an employee or official or provide those types of insurances after the employee's employment ends or official's term of office expires. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Township Code is amended by changing
5Section 100-15 as follows:
6 (60 ILCS 1/100-15)
7 Sec. 100-15. Group insurance. In addition to any powers
8that it may exercise under the Government Salary Withholding
9Act, the township board may provide, for the benefit of the
10township's employees, officials, and the nonspouse dependents
11of those employees and officials, or retired officials and
12their dependents, group life, health, accident, hospital, or
13dental insurance or any combination of those types of
14insurance. The insurance may include provision for employees,
15officials, retired officials, and their nonspouse dependents
16who rely on treatment by prayer or spiritual means alone for
17healing in accordance with the tenets and practice of a well
18recognized religious denomination. The township board may
19provide for payment by the township of all or a portion of the
20premium or charge for the insurance for covered persons,
21except that the township may not pay all or a portion of the
22premium or charge for the insurance for retired officials and
23their dependents. If the township board undertakes a plan

1under which the township does not pay the entire amount of
2premiums or charges for the insurance, the board may provide
3for withholding and deducting from the compensation of its
4employees or officers amounts required to pay the balance of
5the premiums or charges.
6 Except as otherwise required by a contract existing on the
7effective date of this amendatory Act of the 103rd General
8Assembly or by federal law, the township board may not
9provide, beginning on the effective date of this amendatory
10Act of the 103rd General Assembly, group life, health,
11accident, hospital, or dental insurance or any combination of
12those types of insurance to the spouse of an employee or
13official or provide those types of insurances after the
14employee's employment ends or official's term of office
15expires.
