Bill Title: Amends the Election Code. Provides that certificates of nomination and nomination papers for the nomination of candidates for offices to be filled by electors of the entire State, or any district not entirely within a county, or for congressional, state legislative or judicial offices, shall be presented to the principal office of the State Board of Elections not more than 113 (rather than 141) nor less than 106 (rather than 134) days before the date of the primary for political parties (rather than previous to the day of election for which the candidates are nominated). Provides that in the case of petitions for the office of multi-township assessor, nomination petitions shall be filed with the election authority not more than 99 (rather than 113) nor less than 92 (rather than 106) days before the date of the primary (rather than before the consolidated election).

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Election Code is amended by changing | |||||||||||||||||||
5 | Section 10-6 as follows:

7 | Sec. 10-6. Time and manner of filing. Except as otherwise | |||||||||||||||||||
8 | provided in this Code, certificates
of
nomination and | |||||||||||||||||||
9 | nomination papers for the nomination of candidates for
offices | |||||||||||||||||||
10 | to be filled by electors of the entire State, or any district
| |||||||||||||||||||
11 | not entirely within a county, or for congressional, state | |||||||||||||||||||
12 | legislative or
judicial offices, shall be presented to the | |||||||||||||||||||
13 | principal office of the
State Board of Elections not more than | |||||||||||||||||||
14 | 113 141 nor less than 106 134
days before the date of the | |||||||||||||||||||
15 | primary for political parties as provided in Sections 7-12 and | |||||||||||||||||||
16 | 8-9 previous
to the day of election for which the candidates | |||||||||||||||||||
17 | are nominated . The
State Board of Elections shall endorse the | |||||||||||||||||||
18 | certificates of nomination or
nomination papers, as the case | |||||||||||||||||||
19 | may be, and the date and hour of
presentment to it. Except as | |||||||||||||||||||
20 | otherwise provided in this Code, all
other certificates for | |||||||||||||||||||
21 | the nomination of candidates shall be filed with
the county | |||||||||||||||||||
22 | clerk of the respective counties not more than 141 but at
least | |||||||||||||||||||
23 | 134 days previous to the day of such election. Certificates of |

1 | nomination and nomination papers for the nomination of | ||||||
2 | candidates for school district offices to be filled at | ||||||
3 | consolidated elections shall be filed with the county clerk or | ||||||
4 | county board of election commissioners of the county in which | ||||||
5 | the principal office of the school district is located not | ||||||
6 | more than 113 nor less than 106 days before the consolidated | ||||||
7 | election. Except as otherwise provided in this Code, | ||||||
8 | certificates
of
nomination and nomination papers for the | ||||||
9 | nomination of candidates for
the other offices of political | ||||||
10 | subdivisions to be filled at regular elections
other than the | ||||||
11 | general election shall be filed with the local election
| ||||||
12 | official of such subdivision:
| ||||||
13 | (1) (Blank);
| ||||||
14 | (2) not more than 113 nor less than 106 days prior to | ||||||
15 | the
consolidated
election; or
| ||||||
16 | (3) not more than 113 nor less than 106 days prior to | ||||||
17 | the general
primary in the case of municipal offices to be | ||||||
18 | filled at the general
primary election; or
| ||||||
19 | (4) not more than 99 nor less than 92 days before the
| ||||||
20 | consolidated
primary in the case of municipal offices to | ||||||
21 | be elected on a nonpartisan
basis pursuant to law | ||||||
22 | (including without limitation, those municipal
offices | ||||||
23 | subject to Articles 4 and 5 of the Municipal Code); or
| ||||||
24 | (5) not more than 113 nor less than 106 days before the | ||||||
25 | municipal
primary in even numbered years for such | ||||||
26 | nonpartisan municipal offices
where annual elections are |

1 | provided; or
| ||||||
2 | (6) in the case of petitions for the office of | ||||||
3 | multi-township assessor,
such petitions shall be filed | ||||||
4 | with the election authority not more than
99 113 nor less | ||||||
5 | than 92 days before the date of the primary as provided by | ||||||
6 | paragraph (3) of Section 7-12 106 days before the | ||||||
7 | consolidated election .

8 | However, where a political subdivision's boundaries are | ||||||
9 | co-extensive
with or are entirely within the jurisdiction of a | ||||||
10 | municipal board of
election commissioners, the certificates of | ||||||
11 | nomination and nomination
papers for candidates for such | ||||||
12 | political subdivision offices shall be filed
in the office of | ||||||
13 | such Board.
