Bill Title: Amends the Local Records Act. Provides that a unit of local government shall compile a list of each entity, address of each entity, product or service supplied by each entity, and amount paid to each entity for any expenditure of government funds greater than $3,000 from the unit of local government during a fiscal year. Provides that the list shall continue to be updated throughout the entire fiscal year by adding additional names of entities that were paid an expenditure greater than $3,000. Provides that the unit of local government shall publish on its website, if it has one, the compiled list and shall update the list at least annually. Provides that, if the unit of local government does not have a website, the unit of local government shall publish the list, on an annual basis, in a newspaper of general circulation in the county in which the unit of local government is located. Limits home rule powers.

SYNOPSIS AS INTRODUCED:
50 ILCS 205/25 new

Amends the Local Records Act. Provides that a unit of local government shall compile a list of each entity, address of each entity, product or service supplied by each entity, and amount paid to each entity for any expenditure of government funds greater than $3,000 from the unit of local government during a fiscal year. Provides that the list shall continue to be updated throughout the entire fiscal year by adding additional names of entities that were paid an expenditure greater than $3,000. Provides that the unit of local government shall publish on its website, if it has one, the compiled list and shall update the list at least annually. Provides that, if the unit of local government does not have a website, the unit of local government shall publish the list, on an annual basis, in a newspaper of general circulation in the county in which the unit of local government is located. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Local Records Act is amended by adding
5Section 25 as follows:
6 (50 ILCS 205/25 new)
7 Sec. 25. Expenditures greater than $3,000.
8 (a) A unit of local government shall compile a list of each
9entity, address of each entity, product or service supplied by
10each entity, and amount paid to each entity for any
11expenditure of government funds greater than $3,000 from the
12unit of local government during a fiscal year. Exempt material
13listed under Section 7 of the Freedom of Information Act shall
14not be included in the list. The list shall continue to be
15updated throughout the entire fiscal year by adding additional
16names of entities that were paid an expenditure greater than
17$3,000.
18 (b) A unit of local government shall publish on its
19website, if it has one, the public record compiled under
20subsection (a) and shall update the list at least annually. If
21the unit of local government does not have a website, the unit
22of local government shall publish the list, on an annual
23basis, in a newspaper of general circulation in the county in

1which the unit of local government is located.
2 (c) Nothing in this Section shall be construed to require
3a unit of local government to compile or publish information
4about payments or compensation to jurors.
5 (d) A home rule unit may not compile or publish the list of
6entities that were paid an expenditure greater than $3,000
7under this Section in a manner inconsistent with this Section.
8This Section is a limitation under subsection (i) of Section 6
9of Article VII of the Illinois Constitution on the concurrent
10exercise by home rule units of powers and functions exercised
11by the State.
