Bill Title: Amends the Childhood Hunger Relief Act. Provides that, subject to appropriation, the State Board of Education shall award grants of up to $5,000 per school site on a competitive basis to eligible school districts, regional superintendents of schools, or entities approved by the State Board of Education for nonrecurring expenses incurred in initiating a school breakfast after the bell program. Sets forth what the grants may be used for and who gets preference for a grant.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Childhood Hunger
Relief Act is amended by | |||||||||||||||||||
5 | adding Section 18 as follows:
| |||||||||||||||||||
6 | (105 ILCS 126/18 new) | |||||||||||||||||||
7 | Sec. 18. Breakfast after the bell grant program. | |||||||||||||||||||
8 | (a) Subject to appropriation, the State Board of Education | |||||||||||||||||||
9 | shall award grants of up to $5,000 per school site on a | |||||||||||||||||||
10 | competitive basis to eligible school districts, regional | |||||||||||||||||||
11 | superintendents of schools, or entities approved by the State | |||||||||||||||||||
12 | Board of Education for nonrecurring expenses incurred in | |||||||||||||||||||
13 | initiating a school breakfast program under Section 16. | |||||||||||||||||||
14 | Grants awarded under this Section shall be used for | |||||||||||||||||||
15 | nonrecurring costs of initiating a breakfast after the bell | |||||||||||||||||||
16 | program, including the acquisition of equipment, training of | |||||||||||||||||||
17 | staff in new capacities, outreach efforts to publicize new or | |||||||||||||||||||
18 | expanded school breakfast programs, minor alterations to | |||||||||||||||||||
19 | accommodate new equipment, computer point-of-service systems | |||||||||||||||||||
20 | for food service, and the purchase of vehicles for | |||||||||||||||||||
21 | transporting food to schools. Grant funds may not be used for | |||||||||||||||||||
22 | the salaries and benefits of staff, food, computers, except | |||||||||||||||||||
23 | computer point-of-service systems, or capital outlay. |

1 | (b) In making grant awards under this Section in any | ||||||
2 | fiscal year, the State Board of Education shall give a | ||||||
3 | preference to school districts and regional superintendents of | ||||||
4 | schools that do all of the following: | ||||||
5 | (1) Submit to the State Board of Education a plan to | ||||||
6 | start or expand school breakfast programs in the school | ||||||
7 | district or the educational service region, including a | ||||||
8 | description of the following: | ||||||
9 | (A) the manner in which the school district or | ||||||
10 | regional superintendent of schools will provide | ||||||
11 | technical assistance and funding to school sites to | ||||||
12 | expand school breakfast programs; | ||||||
13 | (B) the nonrecurring expenses needed to initiate a | ||||||
14 | school breakfast program; and | ||||||
15 | (C) public or private resources that have been | ||||||
16 | assembled to carry out expansion of school breakfast | ||||||
17 | programs during the school year. | ||||||
18 | (2) Agree to operate a school breakfast program for a | ||||||
19 | period of not less than 3 school years. | ||||||
20 | (3) Ensure that the expenditure of funds from State | ||||||
21 | and local resources for the maintenance of a school | ||||||
22 | breakfast program are not diminished as a result of a | ||||||
23 | grant award received under this Section.
