Bill Title: Amends the Grant Accountability and Transparency Act. Provides that the Governor's Office of Management and Budget shall compile an annual budget implementation report. Provides that the report shall include the following information: (1) the total cost of each project; (2) detailed line items specified under guidelines issued by the Governor's Office of Management and Budget; and (3) a specified purpose for the project. Effective immediately.

AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Grant Accountability and Transparency Act is
amended by adding Section 31 as follows:
(30 ILCS 708/31 new)
Sec. 31. Budget implementation report. By January 1, 2019,
and by January 1 of each year thereafter, the Governor's Office
of Management and Budget shall compile a budget implementation
report. The budget implementation report shall include the
following information concerning each grant agreement entered
into by a State awarding agency during the previous calendar
year:
(1) the total cost of each project;
(2) detailed line items specified under guidelines
issued by the Governor's Office of Management and Budget;
and
(3) a specified purpose for the project.
The report shall be submitted to the General Assembly and
shall be posted on the Governor's Office of Management and
Budget's website.
Section 99. Effective date. This Act takes effect upon
