AN ACT concerning the economic effects of illegal
immigration.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Commission on Government Forecasting and
Accountability Act is amended by adding Section 4.1 as follows:
(25 ILCS 155/4.1 new)
Sec. 4.1. Economic effects of illegal immigration; study
and report.
(a) The Commission must conduct a study and compile data
concerning the effects of illegal immigration on both the
public and private economies of the State of Illinois. Included
in the study shall be analyses of economic inflows, such as tax
revenues to the State, units of local government, and school
districts and increased income to providers of housing and
goods and services, together with analyses of economic
outflows, such as the costs of medical care, education, and
public safety and assistance. In addition, the study shall
include analyses of other economic effects of illegal
immigration deemed relevant by the Commission.
(b) The Commission shall make its study and compile data
with respect to State fiscal years 2006, 2007, and 2008.
(c) The Commission shall report its findings and a summary

of its data to the Governor and the General Assembly by January
1, 2010.
(d) This Section is repealed on July 1, 2010.
Section 99. Effective date. This Act takes effect upon
