Bill Title: Amends the School Code. Requires school districts to annually submit to the State Board of Education an itemized salary compensation report for every certificated employee in the district, including teachers, administrators, and the district superintendent. Sets forth what the salary compensation report must include. Provides that in a school compensation report, the State Board of Education shall make available to all parents, taxpayers, the Governor, and the General Assembly, every school district's salary compensation report on the State Board's Internet website. Provides that the school compensation report shall be an index of school compensation measured against statewide and local compensations and shall provide information to make prior year comparisons. Provides that the school compensation report shall be prepared by the State Board and provided to school districts by the most efficient, economic, and appropriate means. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by adding Sections
5 10-20.46 and 34-18.37 as follows:
6 (105 ILCS 5/10-20.46 new)
7 Sec. 10-20.46. Salary compensation report. On or before
8 October 1 of each year, each school district in this State,
9 including special charter districts, shall post on its Internet
10 website, if any, an itemized salary compensation report for
11 every employee in the district holding an administrative
12 certificate and working in that capacity, including the
13 district superintendent. The salary compensation report shall
14 include without limitation base salary, bonuses, pension
15 contributions, retirement increases, the cost of health
16 insurance, the cost of life insurance, paid sick and vacation
17 day payouts, annuities, and any other form of compensation or
18 income paid on behalf of the employee.
19 This report shall be presented at a regular school board
20 meeting, subject to applicable notice requirements. In
21 addition, each school district shall submit the completed
22 report to the office of the district's regional superintendent
23 of schools, which shall make copies available to any individual

1 requesting them.
2 Per Section 10-20.40 of this Code, as added by Public Act
3 95-707, a school district must post the contract that a school
4 board enters into with an exclusive bargaining representative.
5 The school board must provide the terms of that contract
6 online.

8 Sec. 34-18.37. Salary compensation report. On or before

23 Per Section 10-20.40 of this Code, as added by Public Act
24 95-707, the school district must post the contract that the
25 board enters into with an exclusive bargaining representative.

2 Section 99. Effective date. This Act takes effect upon
3 becoming law.
