1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Officer Prohibited Activities Act is
5amended by adding Section 5 as follows:
6 (50 ILCS 105/5 new)
7 Sec. 5. Use of public funds for lobbyists.
8 (a) As used in this Section, "lobbyist" and "lobbying
9entity" have the meanings given to those terms in Section 2 of
10the Lobbyist Registration Act.
11 (b) A unit of local government may not use public funds to
12pay a lobbyist or lobbying entity.
13 (c) A home rule unit may not expend public funds in a
14manner inconsistent with this Section. This Section is a
15limitation under subsection (i) of Section 6 of Article VII of
16the Illinois Constitution on the concurrent exercise by home
17rule units of powers and functions exercised by the State.
