Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish a Future Through Employment for Young Adults Program to award grants to nonprofit entities to train young adults for the workforce and to place them in jobs with partners in the private and public sectors. Provides that, as part of the Future Through Employment for Young Adults Program, the Department shall operate a school-year program and a summer program. Provides for specified requirements of the school-year and summer programs. Provides that the Department shall work with local community-based organizations that interact with jobless youth and young adults and provide them strong, consistent support to build their work-related skills. Provides that the Department may adopt rules necessary to administer the Program.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Department of Commerce and Economic | |||||||||||||||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois | |||||||||||||||||||
6 | is amended by adding Section 605-1110 as follows:

7 | (20 ILCS 605/605-1110 new) | |||||||||||||||||||
8 | Sec. 605-1110. Future Through Employment for Young Adults | |||||||||||||||||||
9 | Program. | |||||||||||||||||||
10 | (a) Subject to appropriation, the Department of Commerce | |||||||||||||||||||
11 | and Economic Opportunity shall establish a Future Through | |||||||||||||||||||
12 | Employment for Young Adults Program to award grants to | |||||||||||||||||||
13 | nonprofit entities to train young adults for the workforce and | |||||||||||||||||||
14 | to place them in jobs with partners in the private and public | |||||||||||||||||||
15 | sectors. | |||||||||||||||||||
16 | (b) As part of the Future Through Employment for Young | |||||||||||||||||||
17 | Adults Program, the Department shall operate a school-year | |||||||||||||||||||
18 | program and a summer program as follows: | |||||||||||||||||||
19 | (1) The school-year program shall operate during the | |||||||||||||||||||
20 | school year of the district in which the program | |||||||||||||||||||
21 | participant is located. Program participants enrolled in | |||||||||||||||||||
22 | the school-year program will work 12 to 35 hours per week | |||||||||||||||||||
23 | at an employer participating in the program at the rate of |

1 | $15 per hour or the prevailing minimum wage in that | ||||||
2 | county, whichever is higher. The Department shall enroll | ||||||
3 | 80,0000 participants in the school-year program. | ||||||
4 | (2) The summer program shall operate during the summer | ||||||
5 | break of the district where the program participant is | ||||||
6 | located. Program participants enrolled in the summer | ||||||
7 | program will work 25 hours per week at an employer | ||||||
8 | participating in the program at the rate of $15 per hour or | ||||||
9 | the prevailing minimum wage in that county, whichever is | ||||||
10 | higher. The Department shall enroll 80,0000 participants | ||||||
11 | in the school-year program. | ||||||
12 | (c) The Department shall work with local community-based | ||||||
13 | organizations that interact with jobless youth and young | ||||||
14 | adults and provide them strong, consistent support to build | ||||||
15 | their work-related skills of showing up on time, working | ||||||
16 | collaboratively with others, following instructions, and other | ||||||
17 | critical skills to place participating students with an | ||||||
18 | employer. The Department shall also coordinate with employers | ||||||
19 | to provide program participants with jobs after training. | ||||||
20 | (d) The Department shall establish eligibility criteria | ||||||
21 | for young adults and employers participation in the program. | ||||||
22 | (e) The Department may adopt any rules necessary to | ||||||
23 | administer the provisions of this Section.
