Bill Title: Amends the Vital Records Act. Requires the Department of Public Health to issue a certified copy of a certificate of birth with the identity of the certifying health care professional redacted only upon the specific written request by the person to whom the certificate of birth relates if he or she is of legal age, or by his or her parent or legal guardian or representative if he or she is not of legal age. Provides that no other name or information may be redacted. Provides that the issuance of a certified copy of a certificate of birth shall not constitute the establishment of a new certificate of birth or an amended certificate of birth under specified provisions. Provides that issuance of a certified copy of a certificate of birth under the provisions is subject to all other requirements regarding the issuance of certificates of birth under the Act. Allows the Department to adopt any rules necessary to implement the provisions.

AN ACT concerning health.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Vital Records Act is amended by adding
Section 17.5 as follows:
(410 ILCS 535/17.5 new)
Sec. 17.5. Certificates of birth; redaction of certifying
health care professional.
(a) The Department shall issue a certified copy of a
certificate of birth with the identity of the certifying
health care professional, as defined in Section 1, redacted
only upon the specific written request by:
(1) the person to whom the certificate of birth
relates if he or she is of legal age;
(2) the person described in paragraph (1)'s parent or
legal guardian; or
(3) the person described in paragraph (1)'s
representative if he or she is not of legal age.
(b) No name or information other than that listed in
subsection (a) may be redacted.
(c) The issuance of a certified copy of a certificate of
birth shall not constitute the establishment of a new
certificate of birth under Section 17 or an amended
certificate of birth under Section 22. Issuance of a certified
copy of a certificate of birth under this Section is subject to
all other requirements regarding the issuance of certificates
of birth under this Act.
(d) The Department may adopt any rules necessary to
implement the provisions of this Section.
