Bill Title: Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that the first $100 of child support collected on behalf of a family in a month for one child and the first $200 of child support collected on behalf of a family in a month for 2 or more children shall be passed through to the family and disregarded in determining the amount of the assistance grant provided to the family. Provides that any amount of child support that would be disregarded in determining the amount of the assistance grant shall be disregarded in determining eligibility for cash assistance. Effective immediately.

AMENDMENT TO SENATE BILL 3216
2 AMENDMENT NO. ______. Amend Senate Bill 3216, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41 as follows:
5on page 23, by replacing lines 4 through 25 with the following:
6 "Any person providing services as an individual provider
7under the Department's Home Services Program shall submit to a
8criminal history background check. The Department shall
9promulgate rules that (i) are necessary to implement this
10provision; and (ii) indicate any condition or circumstance when
11an individual provider shall be denied employment as a result
12of the criminal history background check. For purposes of this
13paragraph, "individual provider" means a person providing
14services under the Home Services Program who is a personal
15assistant, registered nurse, licensed practical nurse,
16certified nurse assistant, occupational therapist, physical
17therapist, or speech therapist and has been privately hired by

1the customer.
2 Any new person providing services as an individual provider
3under the Department's Home Services Program shall participate
4in a comprehensive in-person orientation, including fraud
5training.
6 Any person providing services as an individual provider
7under the Department's Home Services Program shall attend
8annual in-person training, including training in preventing
9fraud and abuse.
10 Individual providers shall be paid their regular hourly
11wage for all orientation and training hours.".
