1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 1. Short title. This Act may be cited as the Work 4 | ||||||||||||||||||||||||
5 | Savings Initiative Act.
| ||||||||||||||||||||||||
6 | Section 5. Findings. The General Assembly finds that State | ||||||||||||||||||||||||
7 | government should strive to become the model employer of | ||||||||||||||||||||||||
8 | qualified people, conserve energy for taxpayers and employees, | ||||||||||||||||||||||||
9 | reduce traffic congestion, provide to the public extended hours | ||||||||||||||||||||||||
10 | of access to government services, and create incentives for the | ||||||||||||||||||||||||
11 | use of the Internet to access State services.

12 | Section 10. Internet access to services. The Department of | ||||||||||||||||||||||||
13 | Central Management Services shall work with State agencies to | ||||||||||||||||||||||||
14 | develop incentives for the use of the Internet to access state | ||||||||||||||||||||||||
15 | services.
| ||||||||||||||||||||||||
16 | Section 15. Definitions. As used in this Act, unless the | ||||||||||||||||||||||||
17 | context requires a different meaning:
| ||||||||||||||||||||||||
18 | "Department" means the Department of Central Management | ||||||||||||||||||||||||
19 | Services.
| ||||||||||||||||||||||||
20 | "Director" means the Director of Central Management | ||||||||||||||||||||||||
21 | Services.

1 | "State agency" means any authority, board, department, | ||||||
2 | instrumentality, institution, agency, or other unit of State | ||||||
3 | government under the jurisdiction of the Governor.
| ||||||
4 | "State employee" means any person who is regularly employed | ||||||
5 | full-time on a salaried basis and whose compensation is | ||||||
6 | payable, no more often than biweekly, in whole or in part, by | ||||||
7 | the State.
| ||||||
8 | Section 20. Mandatory 4-day work week program; | ||||||
9 | responsibility of Governor.
| ||||||
10 | (a) Implementation of a 4-day work week program is | ||||||
11 | mandatory for all State agencies. The Governor shall, by | ||||||
12 | executive order, direct State agencies to implement the 4-day | ||||||
13 | work week program within such time and manner as directed in | ||||||
14 | the executive order, not to exceed 60 days after the issuance | ||||||
15 | of the executive order.

16 | (b) The Governor may rescind the executive order requiring | ||||||
17 | implementation of the 4-day work week program upon specific | ||||||
18 | authorization of the General Assembly by adoption of the same | ||||||
19 | joint resolution.
| ||||||
20 | Section 25. Duties of the Department. The Department shall:
| ||||||
21 | (1) Establish and implement a program in accordance | ||||||
22 | with this Act that requires State employees to work a 4-day | ||||||
23 | work week consisting of 10-hour days, Monday through | ||||||
24 | Thursday, the impact of which is fiscally neutral and keeps |

1 | State employee annual holiday leave accrual whole. For the | ||||||
2 | purposes of this item (1), federal or State holidays that | ||||||
3 | occur Monday through Thursday of any week shall be counted | ||||||
4 | in that week toward one of the 4 work days.
| ||||||
5 | (2) Assist State agency heads in implementing the | ||||||
6 | program established by the Department, including but not | ||||||
7 | limited to ensuring State employees have sufficient | ||||||
8 | opportunity to make adjustments to their personal | ||||||
9 | schedules, such as child or adult care, as appropriate.
| ||||||
10 | (3) Establish a toll-free "Work 4 Savings Initiative" | ||||||
11 | telephone hotline and Internet website to provide | ||||||
12 | information to the public about operational hours and | ||||||
13 | online capabilities for State government services.
| ||||||
14 | (4) Monitor the impact of the 4-day work week program | ||||||
15 | on (i) cost savings to the State in terms of energy | ||||||
16 | consumption and transportation costs and (ii) recruitment | ||||||
17 | and retention of qualified State employees.
| ||||||
18 | (5) Report annually to the Governor and the General | ||||||
19 | Assembly on the implementation of the program, including | ||||||
20 | data on any cost savings to the State and its employees, | ||||||
21 | and any recommendations to improve the program.
| ||||||
22 | Section 30. Exemptions. The provisions of this Act do not | ||||||
23 | apply to:
| ||||||
24 | (1) Public institutions of higher education or other | ||||||
25 | State-operated educational facilities and libraries.

1 | (2) The operation of State lottery games.
| ||||||
2 | (3) Public museums and other State-operated cultural | ||||||
3 | centers and public parks.
| ||||||
4 | (4) Highway maintenance and construction and the | ||||||
5 | operation of traffic control facilities, emergency | ||||||
6 | operation centers, and toll facilities or ferries.
| ||||||
7 | (5) Any transportation agency or authority directly | ||||||
8 | engaged in the transport of the public.
| ||||||
9 | (6) The Illinois National Guard or its armories as | ||||||
10 | required.
| ||||||
11 | (7) The Department of Corrections in the operation of | ||||||
12 | State correctional facilities involving direct interaction | ||||||
13 | with the prison population.
| ||||||
14 | (8) The Illinois Emergency Management Agency.
| ||||||
15 | (9) The Department of State Police, including crime and | ||||||
16 | forensic laboratories.
| ||||||
17 | (10) Conservation officers of the Department of | ||||||
18 | Natural Resources.
| ||||||
19 | (11) State-operated medical centers, hospitals, | ||||||
20 | emergency rooms, and health clinics.
| ||||||
21 | (12) The judiciary and those personnel in the Office of | ||||||
22 | the Attorney General who must interact with the judiciary | ||||||
23 | on Fridays.
| ||||||
24 | (13) State elected officials, constitutional officers, | ||||||
25 | and their personal staff with obligations to be available | ||||||
26 | to the citizens of the State.

1 | (14) The Governor and his or her personal staff and | ||||||
2 | agency heads and their personal staff, when the Governor | ||||||
3 | determines their presence is required to conduct official | ||||||
4 | business.
| ||||||
5 | (15) Any non-State employee who provides contracted | ||||||
6 | services to any State agency, unless the contract is | ||||||
7 | amended to facilitate the "Work 4 Savings Initiative".
| ||||||
8 | (16) Any standing emergency maintenance or information | ||||||
9 | technology response operation designed to repair or | ||||||
10 | correct State infrastructure in support of State | ||||||
11 | operations that must occur on Fridays.
| ||||||
12 | (17) Any facility, including utilities, information | ||||||
13 | technology centers, domestic animal or wildlife shelters | ||||||
14 | or hatcheries, and food service storage or processing | ||||||
15 | centers, that requires essential daily maintenance, | ||||||
16 | attendance, or care that otherwise cannot be serviced | ||||||
17 | through emergency response or reduced manning operations.
