1 | AN ACT concerning State government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 1. Findings. The General Assembly finds that: | |||||||||||||||||||
5 | (1) The United States Army became the first established | |||||||||||||||||||
6 | branch of the United States military on June 14, 1775, and | |||||||||||||||||||
7 | millions of men and women have served their country since | |||||||||||||||||||
8 | then. | |||||||||||||||||||
9 | (2) To honor and compensate veterans of the War of 1812, | |||||||||||||||||||
10 | the United States government provided soldiers with land | |||||||||||||||||||
11 | grants for the land between the Illinois and Mississippi | |||||||||||||||||||
12 | rivers, which drove the initial settlement of the "Bounty | |||||||||||||||||||
13 | Land" of Illinois, bringing veterans to Quincy even before the | |||||||||||||||||||
14 | city was formally organized. | |||||||||||||||||||
15 | (3) Even in its earliest days, Quincy's veterans assisted | |||||||||||||||||||
16 | the State in quelling the Black Hawk Indian unrest and brought | |||||||||||||||||||
17 | peace to the Mormon settlement in Nauvoo. | |||||||||||||||||||
18 | (4) Thousands of Quincyans fought in the Civil War to | |||||||||||||||||||
19 | preserve the Union and to end slavery and in every military | |||||||||||||||||||
20 | conflict since then. | |||||||||||||||||||
21 | (5) Quincy's sons and daughters have served their State | |||||||||||||||||||
22 | and nation in all branches of the military with honor and | |||||||||||||||||||
23 | distinction. | |||||||||||||||||||
24 | (6) Upon returning home from their assigned duties, these |

1 | same sons and daughters devoted themselves to building | ||||||
2 | institutions of government, church, and school to preserve its | ||||||
3 | rich heritage. | ||||||
4 | (7) The City of Quincy has had a profound connection to the | ||||||
5 | men and women who served this country since 1886 with the | ||||||
6 | construction of the Illinois Soldiers and Sailors Home, and | ||||||
7 | the City's connection to military veterans continues to grow | ||||||
8 | through programs such as the Great River Honor Flight, Fishing | ||||||
9 | for Freedom, and the Tri-State Warrior Outreach. | ||||||
10 | (8) Military veterans have been an important part of | ||||||
11 | Quincy from its founding to today, and the tenets of freedom | ||||||
12 | that are enshrined in the United States Constitution remain | ||||||
13 | rights held dearly and cultivated by its residents today. | ||||||
14 | (9) This veteran heritage has likewise ensured that | ||||||
15 | Quincy's many natural surroundings, such as the forests, | ||||||
16 | rivers, fertile lowlands, and bluffs, continue to provide in | ||||||
17 | abundance the outdoor experiences that originally drew | ||||||
18 | Quincy's forefathers to the land. | ||||||
19 | (10) Military veterans are held in the highest regard for | ||||||
20 | their service and their sacrifice in Quincy.

21 | Section 5. The State Designations Act is amended by adding | ||||||
22 | Section 110 as follows:

23 | (5 ILCS 460/110 new) | ||||||
24 | Sec. 110. Veterans' City. The City of Quincy is designated |

1 | as a Veterans' City.
| ||||||
2 | Section 99. Effective date. This Act takes effect upon | ||||||
3 | becoming law.
