| ||||||
2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | congratulate Sergeant Shawn Curry of the Peoria Police | ||||||
4 | Department for completing his term as chair of the Illinois | ||||||
5 | Police Officers' Pension Investment Fund (IPOPIF); and
| ||||||
6 | WHEREAS, Sgt. Curry was appointed by Governor JB Pritzker | ||||||
7 | to serve on the IPOPIF Transitional Board for one year in 2019, | ||||||
8 | which he was then selected to lead as chair; he was | ||||||
9 | overwhelmingly elected to full term in 2021, serving as chair | ||||||
10 | of the IPOPIF Board until 2023; and
| ||||||
11 | WHEREAS, Through IPOPIF, Sgt. Curry was placed in charge | ||||||
12 | of creating an investment fund that would have a value of over | ||||||
13 | nine billion dollars in assets and overseeing a consolidation | ||||||
14 | of 357 local pension funds, which was the largest | ||||||
15 | consolidation of its kind in the nation; and

16 | WHEREAS, Sgt. Curry worked with municipal leaders, state | ||||||
17 | officials, union leaders, and pension board trustees to ensure | ||||||
18 | the process was done with transparency, integrity, and free | ||||||
19 | from special interests; and
| ||||||
20 | WHEREAS, Sgt. Curry oversaw the drafting of policies and | ||||||
21 | procedures and the hiring of executives, a legal team, subject |

1 | matter experts, and fund executives; and

2 | WHEREAS, Most importantly, Sgt. Curry worked with all | ||||||
3 | parties to create and oversee the first IPOPIF Board of | ||||||
4 | Trustees' election that encompassed the entire State of | ||||||
5 | Illinois; and
| ||||||
6 | WHEREAS, Sgt. Curry often met with union leaders, | ||||||
7 | legislators, the governor's office, and police officers, | ||||||
8 | providing regular progress updates while outlining the future | ||||||
9 | direction of IPOPIF; he spent countless hours traveling the | ||||||
10 | State to meet with pension trustees to garner their trust and | ||||||
11 | answer any questions or concerns; and

12 | WHEREAS, Sgt. Curry dedicated countless hours to the | ||||||
13 | pension fund while working as a third shift beat cop during the | ||||||
14 | COVID-19 pandemic and civil unrest; and
| ||||||
15 | WHEREAS, At the end of his tenure as chair, Sgt. Curry | ||||||
16 | successfully completed the nation's largest consolidation of | ||||||
17 | local pension funds; and
| ||||||
18 | WHEREAS, Sgt. Curry has a history of dedication and | ||||||
19 | service; he started his career at the Woodford County | ||||||
20 | Sheriff's Office, where he was named Deputy of the Year in | ||||||
21 | 2003; and

1 | WHEREAS, While serving the City of Peoria, Sgt. Curry has | ||||||
2 | earned several letters of commendation, six Distinguished | ||||||
3 | Service Awards, a Meritorious Service Award in 2018, and the | ||||||
4 | Illinois Fraternal Order of Police Valor Award; he was also | ||||||
5 | named the Police Officer of the Year in 2010 and the Illinois | ||||||
6 | Public Pension Fund Association's Person of the Year in 2019; | ||||||
7 | and

8 | WHEREAS, For over the past decade, Sgt. Curry has lobbied | ||||||
9 | for both victims of crime and for those who pursue justice in | ||||||
10 | Springfield and Washington, D.C.; and
| ||||||
11 | WHEREAS, Sgt. Curry's most notable accomplishment has been | ||||||
12 | creating and passing the Illinois First Responders Suicide | ||||||
13 | Prevention Act in 2019; he and his wife, Dr. Michelle Lilly, | ||||||
14 | have trained over 1,000 first responders in mental health | ||||||
15 | awareness and suicide prevention; therefore, be it

16 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate | ||||||
18 | Sergeant Shawn Curry for successfully completing his term as | ||||||
19 | chair of the Illinois Police Officers' Pension Investment Fund | ||||||
20 | (IPOPIF), and we thank him for his continued service to the | ||||||
21 | City of Peoria and the State of Illinois; and be it further
