2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Richard F. Bivin of Nilwood, who passed | ||||||
4 | away on January 17, 2017; and
| ||||||
5 | WHEREAS, Richard Bivin was born in Carlinville to Stephen | ||||||
6 | "Frank" and Josephine H.
(Le Vora) Bivin on April 26, 1946; he | ||||||
7 | graduated from Carlinville High School
in 1965 and served in | ||||||
8 | the United States Air Force from
1965 to 1969; he married | ||||||
9 | Judith "Judi" A. Bramley at St. Peter's
Episcopal Church in | ||||||
10 | Chesterfield on August 12, 1967; and
| ||||||
11 | WHEREAS, Richard Bivin retired from Prairie Farms Dairy in | ||||||
12 | Carlinville after 31 years in the maintenance department; and
| ||||||
13 | WHEREAS, Richard Bivin served as the Mayor of Nilwood for | ||||||
14 | the past eight years; and
| ||||||
15 | WHEREAS, Richard Bivin was a member of Blooming Grove | ||||||
16 | Christian Church in rural Palmyra and volunteered on the Girard | ||||||
17 | Fire
and Rescue Squad for 28 years; he served on the Macoupin | ||||||
18 | County 911 Board for three years; he enjoyed spending his free | ||||||
19 | time fishing,
woodworking, and walking his dogs; and
| ||||||
20 | WHEREAS, Richard Bivin was preceded in death by his parents |

1 | and his granddaughter, Gabriella Josephine Bivin; and
| ||||||
2 | WHEREAS, Richard Bivin is survived by his wife, Judith; his | ||||||
3 | sons, Stephen Matthew (Amy) Bivin, and James Alexander (Sasha) | ||||||
4 | Bivin; his nine grandchildren; his sisters, Myrtle
Kessinger, | ||||||
5 | Allie Jo (Mike) Meikamp, and Marjorie Hickerson; and several | ||||||
6 | nieces and nephews; therefore, be it

7 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
8 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
9 | Richard F. Bivin, and extend our sincere condolences to his | ||||||
10 | family, friends, and all who knew and loved him; and be it | ||||||
11 | further
| ||||||
12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to the family of Richard Bivin as an expression of | ||||||
14 | our deepest sympathy.
