SENATE RESOLUTION
2    WHEREAS, The President of the United States and the United
3States Congress have a responsibility to be transparent when
4making decisions in regard to funding federal programs; and
5    WHEREAS, The President of the United States should not be
6impounding funds without providing complete transparency and
7ample notice; and
8    WHEREAS, Congress should not be reducing vital program
9funding for our neediest communities; and
10    WHEREAS, The Supplemental Nutrition Assistance Program
11(SNAP), Medicaid, housing assistance, and other federally
12funded programs are essential to supporting low-income
13individuals and families in Illinois and across the United
14States; and
15    WHEREAS, The President of the United States has a duty to
16ensure that federal funding intended for the neediest
17communities is allocated and distributed as directed by
18Congress; and
19    WHEREAS, The Impoundment Control Act of 1974 restricts the
20executive branch from unilaterally withholding or delaying

1congressionally appropriated funds without legislative
2approval; and
3    WHEREAS, Any action to cut, impound, or reduce federal
4funding for essential services could disproportionately harm
5vulnerable populations, including seniors, children,
6individuals with disabilities, and low-income families; and
7    WHEREAS, The economic stability and well-being of the
8neediest communities depend on the timely and full
9disbursement of federal funds for programs addressing food
10security, healthcare, housing, and education; and
11    WHEREAS, Reducing or delaying these funds could result in
12increased poverty, food insecurity, homelessness, and
13worsening health outcomes for millions of Americans, including
14residents of Illinois; and
15    WHEREAS, Ensuring the full distribution of these funds
16aligns with the principles of equity, justice, and economic
17opportunity for all citizens; and
18    WHEREAS, Congress has the constitutional power of the
19purse, and the executive branch must uphold its duty to
20implement spending as enacted by the legislative branch;
21therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the President
3of the United States and Congress to ensure they will not cut,
4impound, or reduce funding for the neediest communities in
5Illinois and across the United States and to fully comply with
6the congressional intent behind federally appropriated funds;
7and be it further
8    RESOLVED, That suitable copies of this resolution be
9delivered to the President of the United States, the U.S.
10Senate Majority Leader, the U.S. Senate Minority Leader, the
11U.S. Speaker of the House, the U.S. House of Representatives
12Minority Leader, and all members of the Illinois Congressional
13Delegation.
