1 | SENATE RESOLUTION | ||||||
2 | WHEREAS, The President of the United States and the United | ||||||
3 | States Congress have a responsibility to be transparent when | ||||||
4 | making decisions in regard to funding federal programs; and
| ||||||
5 | WHEREAS, The President of the United States should not be | ||||||
6 | impounding funds without providing complete transparency and | ||||||
7 | ample notice; and
| ||||||
8 | WHEREAS, Congress should not be reducing vital program | ||||||
9 | funding for our neediest communities; and
| ||||||
10 | WHEREAS, The Supplemental Nutrition Assistance Program | ||||||
11 | (SNAP), Medicaid, housing assistance, and other federally | ||||||
12 | funded programs are essential to supporting low-income | ||||||
13 | individuals and families in Illinois and across the United | ||||||
14 | States; and
| ||||||
15 | WHEREAS, The President of the United States has a duty to | ||||||
16 | ensure that federal funding intended for the neediest | ||||||
17 | communities is allocated and distributed as directed by | ||||||
18 | Congress; and
| ||||||
19 | WHEREAS, The Impoundment Control Act of 1974 restricts the | ||||||
20 | executive branch from unilaterally withholding or delaying |

1 | congressionally appropriated funds without legislative | ||||||
2 | approval; and
| ||||||
3 | WHEREAS, Any action to cut, impound, or reduce federal | ||||||
4 | funding for essential services could disproportionately harm | ||||||
5 | vulnerable populations, including seniors, children, | ||||||
6 | individuals with disabilities, and low-income families; and
| ||||||
7 | WHEREAS, The economic stability and well-being of the | ||||||
8 | neediest communities depend on the timely and full | ||||||
9 | disbursement of federal funds for programs addressing food | ||||||
10 | security, healthcare, housing, and education; and
| ||||||
11 | WHEREAS, Reducing or delaying these funds could result in | ||||||
12 | increased poverty, food insecurity, homelessness, and | ||||||
13 | worsening health outcomes for millions of Americans, including | ||||||
14 | residents of Illinois; and
| ||||||
15 | WHEREAS, Ensuring the full distribution of these funds | ||||||
16 | aligns with the principles of equity, justice, and economic | ||||||
17 | opportunity for all citizens; and
| ||||||
18 | WHEREAS, Congress has the constitutional power of the | ||||||
19 | purse, and the executive branch must uphold its duty to | ||||||
20 | implement spending as enacted by the legislative branch; | ||||||
21 | therefore, be it

1 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL | ||||||
2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the President | ||||||
3 | of the United States and Congress to ensure they will not cut, | ||||||
4 | impound, or reduce funding for the neediest communities in | ||||||
5 | Illinois and across the United States and to fully comply with | ||||||
6 | the congressional intent behind federally appropriated funds; | ||||||
7 | and be it further

8 | RESOLVED, That suitable copies of this resolution be | ||||||
9 | delivered to the President of the United States, the U.S. | ||||||
10 | Senate Majority Leader, the U.S. Senate Minority Leader, the | ||||||
11 | U.S. Speaker of the House, the U.S. House of Representatives | ||||||
12 | Minority Leader, and all members of the Illinois Congressional | ||||||
13 | Delegation. |
