SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Lynn D. Smith of Rushville, who passed
4away on July 27, 2015; and
5 WHEREAS, Lynn Smith was born on March 29, 1936 in Farmers
6Township in Fulton County; his parents were Charles D. and
7Lillie (nee Woodford) Smith; he married Donna Burmood on July
826, 1964 in Knoxville; and
9 WHEREAS, Lynn Smith served in the United States Army Corps
10of Engineers during the Vietnam Era; he was stationed under the
11ice cap in the Arctic Circle; and
12 WHEREAS, Following his military service, Lynn Smith was a
13member of the Operating Engineers for 61 years; he worked for
14S. W. Hardwick in Beardstown before becoming elected as the
15Buena Vista Highway Commissioner, where he retired in 1999
16after 32 years of service; he then began L.D. Smith and Sons
17Excavating; and
18 WHEREAS, Lynn Smith served as Mayor of Rushville from 1999
19to 2003; during this time, he was instrumental in developing
20the back 9 holes at Scripps Park Golf Course and establishing
21Wilson Street and the Rushville Business Park; and

1 WHEREAS, Lynn Smith was a member of the Schuyler County
2Board, the Route 67 Corridor Committee, the Two Rivers Regional
3Council of Public Officials, and the West Central Mass Transit
4District; he was a member of the Rushville Rotary Club, where
5he served as President and was involved in building the Scripps
6Park shelter, restroom, and constructed picnic tables; he also
7volunteered his time for many community projects, including
8Habitat for Humanity, and was a member of the Schuyler American
9Legion Post #4 and AMVETS in Beardstown; and
10 WHEREAS, Lynn Smith enjoyed Sunday drives and was an avid
11reader of Ancient and Civil War history; he built his own home,
12enjoyed woodworking, and built each of his grandchildren
13rocking horses; he also enjoyed excavating and spending time
14with his wife and family; and
15 WHEREAS, Lynn Smith was preceded in death by his parents;
16and
17 WHEREAS, Lynn Smith is survived by his wife, Donna; 2 sons,
18Kendall (Sherry) Smith and Christopher (Kristin) Smith; 4
19grandchildren, Emily, Nathan, Charles, and Henry Smith; 2
20brothers, Ivan Smith and Stanley (Barbara) Smith; 2 sisters,
21Joyce Chaplin and Barbara (Robert) Spencer; an uncle; and many
22nieces and nephews; therefore, be it

1 RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
3family and friends, mourn the passing of Lynn D. Smith; and be

5 RESOLVED, That a suitable copy of this resolution be
6presented to the family of Lynn Smith as an expression of our
7sympathy.
