SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Ellen Bay (nee Hershberger) Reinhardt,
4formerly of Columbus, Ohio, who passed away March 17, 2014; and
5 WHEREAS, Ellen Reinhardt was born in Cleveland, Ohio on
6September 20, 1928 to Elbert and Iva Hershberger; she graduated
7from Columbus North High School, earned her Bachelor of Arts in
8English with honors from Baldwin Wallace College, and earned
9her Master of Arts in Literature from Ohio State University;
10she later received an Advanced Certificate in Educational
11Administration from Ohio State University; and
12 WHEREAS, Ellen Reinhardt taught for 5 years at Columbus
13Linden McKinley Junior/Senior High School before serving there
14as an assistant principal for 2 years; in 1957, she moved to
15Waukegan to join Melba Wixom and Sam Filippo in managing the
16English and foreign language departments at Waukegan Township
17High School; in 1972, she was appointed Director of Secondary
18Education, in which position she was recognized at the State
19and national levels for her curriculum innovations; and
20 WHEREAS, Ellen Reinhardt was an avid sports fan and was
21enthusiastic about promoting Title IX; she found numerous ways
22to give back to the students beyond classroom instruction; she

1provided free classes in SAT/ACT prep and coached the Illinois
2State Police Academic Decathlon Teams for 5 years, twice
3winning 3rd place in the State competition; and
4 WHEREAS, Ellen Reinhardt was well-known through articles
5she wrote for national publications and for speaking at State
6and national conventions; she was was chosen as a Kettering
7Fellow, was awarded the Governor's Prize for promoting
8international studies, and received an award as an outstanding
9administrator from the Waukegan Board of Education; and
10 WHEREAS, Following retirement in 1988, Ellen Reinhardt
11worked for a year at the Lake County Educational Service Center
12as the Gifted Consultant and then began a series of workshops
13on improving English skills for businessmen at the Cherry
14Electric Company and for teachers in District 60; she taught
15English at the College of Lake County untill 1998 and water
16aerobics at the North Lake YMCA until 2013; and
17 WHEREAS, Ellen Reinhardt enjoyed books, travel (especially
18to New York and London), theater, sports, restaurants, and
19music; she was a trained singer and soloed with the Waukegan
20Philharmonic Chorus and the St. Paul's Church Choir and sang
21leading roles in Mr. T's Tent Theater; and
22 WHEREAS, Ellen Reinhardt was preceded in death by her

1husbands, Ott Bay and John S. Reinhardt; her parents;
2half-brother, Zuig Lohr; and 2 half-sisters, Zita Smith and
3Sylvia Barker; and
4 WHEREAS, Ellen Reinhardt is survived by her step-sons, Rick
5(Julie) Bay, Steve Bay, and Mike (Julie) Bay; grandchildren;
6great-grandchildren; nieces; and nephews; therefore, be it
7 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Ellen Bay Reinhardt, and extend our sincere condolences to her
10family, friends, and all who knew and loved her; and be it
11further
12 RESOLVED, That a suitable copy of this resolution be
13presented to the family of Ellen Reinhardt as an expression of
14our deepest sympathy.
