SENATE RESOLUTION
2 WHEREAS, Children and youth learn best when they are
3healthy, supported, and receive an education that enables them
4to thrive academically, socially, and emotionally; and
5 WHEREAS, Schools can more effectively ensure that all
6students are able to learn when they meet the needs of the
7whole child and provide integrated, multitiered supports; and
8 WHEREAS, Children's mental health is directly linked to
9their learning and development and benefits when the learning
10environment provides an optimal context to promote good mental
11health through connectedness within the school and community;
12and
13 WHEREAS, Sound psychological principles are integral to
14instruction and learning, school safety, social and emotional
15development, prevention, early intervention, and the support
16of culturally diverse student populations; and
17 WHEREAS, School psychology has more than 60 years of well
18established, widely recognized, and highly effective practice
19and standards that are clearly articulated in the National
20Association of School Psychologists' Model for Comprehensive
21and Integrated School Psychological Services; and

1 WHEREAS, School psychologists are specially trained to
2foster and deliver, in the school and community, a continuum
3of mental health services and academic supports that lower
4barriers to teaching and learning; and
5 WHEREAS, School psychologists help children thrive by
6nurturing their individual strengths across both personal and
7academic endeavors; and
8 WHEREAS, School psychologists are trained to assess
9student and school-based barriers to learning and individual
10strengths, utilize data-based decision-making, implement
11research-driven prevention and intervention strategies, and
12evaluate outcomes and improve accountability; and
13 WHEREAS, It is imperative that the State of Illinois
14recognize the vital role that school psychologists play in the
15personal and academic development of our state's children;
