Synopsis: Kindergarten readiness. Provides a kindergarten readiness reimbursement grant to a parent of a child who: (1) is at least four years of age and not more than five years of age; (2) is a resident of Indiana or otherwise has legal settlement in Indiana; (3) is a member of a household with an annual income of not more than the amount required for the child to qualify for the federal free and reduced lunch program; (4) does not attend a preschool program that is funded under the federal Head Start Program or any other federal or state funded preschool program; and (5) successfully completes an assessment that indicates the child's readiness to attend kindergarten. Provides that the department of education shall develop the assessment and administer the grant program. Makes a continuing appropriation.

HOUSE BILL No. 1548



    A BILL FOR AN ACT to amend the Indiana Code concerning education and to make an appropriation.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 20-20-40; (13)IN1548.1.1. -->     SECTION 1. IC 20-20-40 IS ADDED TO THE INDIANA CODE AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2013]:
     Chapter 40. Kindergarten Readiness Reimbursement Grants
    Sec. 1. (a) This section applies to a child who:
        (1) is at least four (4) years of age and not more than five (5) years of age;
        (2) is a resident of Indiana or otherwise has legal settlement in Indiana, as determined under IC 20-26-11;
        (3) is a member of a household with an annual income of not more than the amount required for the individual to qualify for the federal free and reduced lunch program;
        (4) does not attend a preschool program that is funded under the Head Start Program under 42 U.S.C. 9831 et seq. or any other federal or state funded preschool program; and
        (5) successfully completes an assessment that indicates the child's readiness to attend kindergarten, as determined by the

assessment developed by the department under section 3 of this chapter before the child enrolls in kindergarten.
    (b) After June 30, 2013, the parent of a child described in subsection (a) is entitled to receive a grant of one thousand dollars ($1,000).

    (c) To receive a grant under subsection (b), the parent of a child described in subsection (a) must apply for the grant on the forms, in the manner, and before the date prescribed by the department.
    Sec. 2. School corporations shall administer the assessment and grant program under this chapter for the department. The department may allow nonpublic schools to administer any part of the assessment and grant program.
    Sec. 3. The department shall develop:
        (1) an assessment that may be used by a school corporation, including a charter school or a nonpublic school, to determine a child's readiness to attend kindergarten;
        (2) the application form for a grant; and
        (3) all other necessary standards and procedures to implement the assessment and grant program.
A charge may not be imposed on a parent or child to make an application, take an assessment, or receive a grant under this chapter.
    Sec. 4. A grant awarded under this chapter shall be paid from the state general fund not later than sixty (60) days after the department receives notice that a child has successfully completed an assessment that indicates the child is ready to attend kindergarten.
    Sec. 5. The amount necessary to provide grants under this chapter is annually appropriated to the department from the state general fund.
