A HOUSE RESOLUTION urging the Legislative Council
to create a new interim committee to study the topic of unifying
water resource management in Indiana.
Whereas, The current Indiana system of water management
is conducted by a patchwork grouping of agencies with
inconsistent standards across the state, and none of these
agencies are solely focused on the management of Indiana's
water resources;
Whereas, The study should determine whether it is more beneficial to create an entirely new agency to oversee water management or to designate a current organization, such as the Indiana Department of Environmental Management or the Department of Natural Resources, to perform this function; and
Whereas, Consolidating various permitting schemes will simplify the permitting process and improve the consistency of permitting decisions on issues such as drainage, flood control, and water supply planning: Therefore,
SECTION 1. The Legislative Council is urged to create a new interim study committee to study the topic of unifying water resource management in Indiana.
SECTION 2. That the committee, if established, shall operate under the direction of the legislative council and that the committee shall issue such reports as directed by the council.
