Synopsis: Green building demonstration projects. Requires the
Indiana office of energy development to establish a program for making
four demonstration grants to encourage energy efficient construction
or rehabilitation. Provides that the demonstration projects must be for
the construction or rehabilitation of a building by a public school
corporation and a building by a public institution of higher education
and the construction of a primary residence and the rehabilitation of a
primary residence that are supported by a city or town. Requires an
applicant to verify that the applicant's project will generate private
spending in the community, create jobs that are not directly created by
the project, and result in increased state and local tax revenue.
Establishes the amount of each grant amount as the amount necessary
to reduce the annual percentage rate for the borrowing necessary to
complete the project by one percent. Provides that the office shall use
money available to it under the American Recovery and Reinvestment
Act of 2009 to make the grants.

Chapter 34. Green Building Demonstration Projects
Sec. 1. As used in this chapter, "office" refers to the Indiana office of energy development.
Sec. 2. The office shall establish a program for making four (4) demonstration grants. The grants must encourage:
(1) the construction or rehabilitation of two (2) public education buildings, one (1) by a public school corporation and one (1) by an public institution of higher education, that will result in these two (2) buildings being certified under the United States Green Building Council's Leadership in Energy and Environmental Design Green Building Rating System; and
(2) the construction of a new primary residence and the rehabilitation of an existing primary residence each of which
is supported by a city or town that the office finds will reduce
the energy used to heat and cool the residences by at least fifty
percent (50%) compared to the average residence in the city
or town using a home energy rating system developed by the
office.
Sec. 3. (a) The office shall provide grants under this chapter
using money available to the office under the American Recovery
and Reinvestment Act of 2009 (P.L.111-5).
(b) The amount of each grant made for a project under this
chapter must be the amount necessary to reduce the annual
percentage rate for the borrowing necessary to complete the
project by one percent (1%).
Sec. 4. (a) The office shall establish a written procedure for
providing grants under this chapter. The written procedure must
include at least the following:
(1) An application submission, review, and scoring process.
(2) Those factors that will be used to prioritize projects.
(3) Procedures that will be used for selecting the four (4)
demonstration projects for which grants will be made.
(b) To apply for a demonstration grant from the fund, an
applicant must submit an application that contains at least the
following information:
(1) Final plans and specifications showing that the project will
satisfy the energy efficiency requirements of this chapter.
(2) Independent verification that the project will:
(A) generate private spending in the community that is at
least fourteen (14) times the grant amount;
(B) create indirect employment of at least fourteen (14)
times the number of jobs that are directly created by the
project; and
(C) result in state and local tax revenue that is at least
three (3) times the amount of the grant.
(3) Any other information required by the office in
accordance with the written procedure established under this
section.
Sec. 5. The office shall present, before July 1, 2011, a report to
the budget committee that describes the four (4) demonstration
projects funded by grants made under this chapter.
