A CONCURRENT RESOLUTION honoring Colonel Richard L.
Griffith.
Whereas, Colonel Richard L. Griffith was appointed
Commander of the Indiana Wing of the Civil Air Patrol in
February 2010;
Whereas, The trained, unpaid professionals of the Civil
Air Patrol perform ninety percent of inland search and
rescue missions for the United States Air Force and disaster
relief missions;
Whereas, The State of Indiana boasts more than 1,300
search and rescue volunteers with local units in more than
thirty communities across Indiana;
Whereas, Colonel Griffith became a Civil Air Patrol
cadet in 1989, a senior member in 1995, and received Air
Force commission in 1997;
Whereas, Colonel Griffith's Air Force career included
deployment to Baghdad, Iraq and relief operations following
Hurricane Katrina;
Whereas, Under Colonel Griffith's leadership, the Indiana Wing demonstrated exemplary operational efficiency and effectiveness in the missions of search and rescue,
counter drug, homeland security, and disaster relief
operations;
Whereas, Under Colonel Griffith's leadership,
the
Indiana Wing's Counter Drug program, a highly successful
partnership between the Indiana State Police and the Civil
Air Patrol, is estimated to have eradicated recreational
drugs with a street value of more than fifty million dollars;
Whereas, Under Colonel Griffith's leadership, the United
States Air Force and Civil Air Patrol have repeatedly
recognized the Indiana Wing's high performing emergency
services programs. The Indiana Wing received
the 2010,
2011, and 2012 Counter Drug and Homeland Security
Mission Awards, the 2010 Civil Air Patrol Counter Drug
Officer of the Year Award, and the 2012 Disaster Relief
Mission Award;
Whereas, Under Colonel Griffith's leadership,
the
Indiana Wing conducted flood response operations in a
variety of counties across the State of Indiana, and provided
both ground-based emergency response teams and ongoing
air-based photography and transportation support following
the Henryville and Marysville tornados;
Whereas, Under Colonel Griffith's leadership,
the
Indiana Wing's science and technology education and youth
leadership efforts have also been recognized for high
achievement through receiving an "Outstanding" grade in a
receiving United States Air Force inspection, the 2010 and
2011 Cadet Programs Mission Awards;
Whereas, Colonel Griffith has been a champion of coordinating the Civil Air Patrol School Program, involving educators and community leaders in Anderson in a partnership to charter the Anderson Preparatory Academy, the largest squadron in Civil Air Patrol, which utilizes Civil Air Patrol's cadet curriculum for all 240 middle school students;
Whereas, Under Colonel Griffith's leadership, the Indiana Wing has entered into a partnership with Indianapolis Public Schools to provide Civil Air Patrol's science and technology curriculum to nearly 500 elementary and middle school students at Indianapolis Public School #19;
Whereas, Under Colonel Griffith's leadership,
the
Indiana Wing has provided more than 730 hours of free
orientation flights to Indiana Wing students;
Whereas, Under Colonel Griffith's leadership,
Indiana
Wing pilots and aircrews were ranked in the top ten wings in
the country for flying hours, flew a total of 6,972 hours
without any safety incidents, and received the 2012 Paul W.
Turner Safety Award in Recognition for having the best
safety program in Civil Air Patrol; and
Whereas, Colonel Richard Griffith's outstanding
leadership has resulted in the Indiana Wing receiving twenty-
one individual and team awards from regional and national
headquarters, a seventy-seven percent increase in Wing
membership, and the first Civil Air Patrol Unit Citation
Award for Indiana Wing in twenty-two years: Therefore,
SECTION 1. That the Indiana Wing of the Civil Air Patrol
distinguished itself during Colonel Griffith's leadership through
adherence to the organization's core values, focus on Civil Air Patrol's
missions, and dedication to serving the needs of the community.
SECTION 2. That the Indiana General Assembly congratulates
Colonel Richard L. Griffith on his outstanding term as Wing
Commander of the Indiana Wing of Civil Air Patrol, and wishes him
continued success in future endeavors.
SECTION 3. The Secretary of the Senate is hereby directed to
transmit copies of this Resolution to outgoing Indiana Wing
Commander Colonel Richard L. Griffith, and to the incoming Wing Commander Colonel (Sel.) Matthew R. Creed.
