Citations Affected: Article V of the Constitution of the United States.
Synopsis: State approval of federal debt increases. Makes application
to Congress to call a constitutional convention under Article V of the
Constitution of the United States to propose an amendment to the
Constitution that would provide that an increase in the federal debt
requires the approval of a majority of the legislatures of the several
states.
Effective: A constitutional convention is called when 2/3 of the state
legislators make application to Congress to call a constitutional
convention to consider an amendment to the Constitution of the United
States.
