SENATE RESOLUTION No. 5



MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

    A SENATE RESOLUTION urging that the POW/MIA flag be flown at state buildings and private residences.

    Whereas, More than 83,000 Americans are missing in action from World War II, the Korean War, the Cold War, the Vietnam War, and the 1991 Gulf War;

    Whereas, In 1990, the 101st Congress officially recognized the POW/MIA flag;

    Whereas, Congress designated the flag as "the symbol of our Nation's concern and commitment to resolving as fully as possible the fates of Americans still prisoner, missing and unaccounted for in Southeast Asia, thus ending the uncertainty for the families and the Nation" (Public Law 101-355);

    Whereas, United States House Resolution 1119, SEC. 1054, states that the POW/MIA flag shall be displayed at specified locations each year on POW/MIA flag display days;

    Whereas, The POW/MIA flag display days are Armed Forces Day (the third Saturday in May), Memorial Day (the last Monday in May), Flag Day (June 14), Independence Day (July 4), National POW/MIA Recognition Day (the third Friday in September), and Veterans Day (November 11);


    Whereas, The POW/MIA flag has flown over the White House on National POW/MIA Recognition Day since 1982; with the exception of the American flag, the POW/MIA flag is the only flag to fly over the White House and continually over the Capitol rotunda; and

    Whereas, The message of the POW/MIA flag is spread only when the flag is visible: Therefore,

Be it resolved by the Senate of the

General Assembly of the State of Indiana:


    SECTION 1. That the Indiana Senate urges that the POW/MIA flag be flown from state buildings and private residences in accordance with federal regulations in recognition of those still missing as a result of armed conflicts around the world. The people of the state of Indiana recognize the great sacrifice these brave men and women made for their country and the sacrifices their families continue to make.
    SECTION 2. That copies of this resolution be transmitted by the Secretary of the Senate to the Indiana state headquarters of the Veterans of Foreign Wars at Fort Benjamin Harrison.
