An Act AIDING CITIES AND TOWNS
’
SNOW AND ICE REMOVAL.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1 . Chapter 10 of the General Laws is hereby amended by inserting after section 27A the following section:-
Section 27B. The commission shall conduct a lottery for the benefit of cities and towns of the commonwealth who expense a deficit in its snow and ice budgets in any fiscal year. The lottery shall be in the form of a 2 dollar scratch ticket known as Snow Bank. The profits from such lottery shall be deposited in the Snow Bank Lottery Fund established by section 35 ½ .
SECTION 2 . Said chapter 10 is hereby further amended by inserting after section 35 the following section:-
Section 35 ½. There shall be established and set up on the books of the commonwealth a separate fund, to be known as the Snow Bank Lottery Fund. Said Fund shall consist of all revenues received from the sale of Snow Bank Lottery tickets.
In order to provide local snow and ice removal the revenues shall be made available to cities and towns whose snow and ice removal budget are deficient in any fiscal years as determined by the comptroller.
