Be it enacted by the Senate and House of Representatives in General Court assembled,
And by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the records conservation board , in consultation with the s ecretary of the c ommonwealth , shall establish a schedule and guidelines for the conversion of municipal records to an electronic format. The schedule to convert municipal records currently in paper, microfilm, or microfiche format to an electronic format , as established by the board, shall provide for completion of such conversion to an electronic format not later than 3 years from the effective date of this act.
