A bill to amend 1984 PA 431, entitled
"The management and budget act,"
by amending section 241b (MCL 18.1241b), as added by 1995 PA 38.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 241b. (1) The department shall consider the energy
efficiency of all materials used in the construction, alteration,
repair, or rebuilding of a building or facility owned or operated
by this state.
(2) Except as otherwise provided in subsection (5), the
department shall issue directives to require all buildings and
facilities owned by this state to use high-efficiency lamps when
replacing an existing lamp or installing a new lamp.
(3) In the event that the state leases a building or facility,
the state shall, whenever feasible, lease a building or facility
with high-efficiency lighting.

(4) The department shall issue directives to require all
buildings and facilities owned by this state to use electronic
ballasts when replacing an existing magnetic ballast or when an
electronic ballast is needed to support a new high-efficiency lamp.
If the replacement of an existing lamp or ballast requires major
renovations to the surrounding structure or other cost-prohibitive
building modifications, the department shall replace the lamp or
ballast during the next major building renovation.
(5) The department may allow the use of lower efficiency lamps
in historical buildings [or in cold weather applications] if the
department determines that a high-
efficiency lamp will not operate in a manner that provides adequate
illumination or energy efficiency.
(6) As used in this section, "high-efficiency lamp" means a
lamp with a luminous efficacy of at least 50 lumens per watt.
