HOUSE BILL NO. 4649
A bill to amend 1972 PA 230, entitled
"Stille-DeRossett-Hale single state construction code act,"
(MCL 125.1501 to 125.1531) by adding section 13h.
the people of the state of michigan enact:
Sec. 13h. (1) The owner of any of the following buildings or structures, constructed on or after January 1, 2024, or renovated on or after January 1, 2025, for renovations requiring a permit under this act or having an estimated cost of $10,000.00 or more, shall install and provide access to not less than 1 height-adjustable, adult-sized changing table, with a privacy wall, in a toilet facility or other space within that building or structure that is universal as to gender and is available to the public:
(a) A building or structure, including, but not limited to, any building or structure owned by this state, that has a capacity to serve 1,500 or more persons per day.
(b) A building or structure used for exhibition or entertainment, including, but not limited to, a movie theater, performance theater, concert hall, convention center, shopping mall, or a store that is larger than 40,000 square feet.
(c) A building or structure used for public display or collection, including, but not limited to, a museum, library, or gallery.
(e) Any of the following located in this state:
(i) An airport.
(ii) A bus station.
(iii) An interstate rest stop.
(iv) A place of education with more than 10 full-time employees.
(v) A hospital.
(vi) A rehabilitation facility with more than 10 full-time employees.
(2) The location of the toilet facility or other space described in subsection (1) must be conspicuously displayed at the entrance of the building or structure, or place of recreation, where it is located. If the building or structure, or place of recreation, has a central directory, the location must be indicated in that directory.
