A bill to amend 1984 PA 431, entitled
"The management and budget act,"
(MCL 18.1101 to 18.1594) by adding section 214.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 214. Not later than December 31, 2009, the director shall
issue directives for the purchase of and retrofitting of state
owned motor vehicles to achieve the greatest fuel efficiency and
use of alternative fuels that is practicable at a reasonable cost.
The directives shall include all of the following goals:
(a) All of the lightweight trucks each state agency purchases
after December 31, 2009 shall be alternative energy vehicles as
defined in MCL 207.822. Lightweight trucks using other forms of
alternative fuels shall be preferred to those using E85 fuel, as
that term is defined in section 78 of the Michigan strategic fund
act, 1984 PA 270, MCL 125.2078.
(b) Fifty percent or more of the motor vehicles a state agency
purchases annually after December 31, 2009 for passenger transport
shall be alternative energy vehicles as defined in MCL 207.822.
(c) All state owned trucks for the model years 2007 and later
shall be retrofitted to achieve greater fuel efficiency or operate
on alternative fuels that reduce harmful emissions if the savings
from the retrofit make it cost-efficient to do so.
