HOUSE BILL NO. 5167
A bill to amend 1954 PA 116, entitled
"Michigan election law,"
(MCL 168.1 to 168.992) by adding section 946.
the people of the state of michigan enact:
Sec. 946. (1) An election official must only accept funding for conducting an election from public funds appropriated by the federal government, this state, or a county, city, or township in this state.
(2) An election official is prohibited from accepting or expending any grant, gift, or funding for conducting an election from private individuals, corporations, organizations, or political parties.
(3) As used in this section:
(a) "Conducting an election" includes, but is not limited to, any of the following:
(i) Voter registration activities.
(ii) Voter eligibility review.
(iii) Mailing of election materials.
(iv) Sharing of voter information.
(v) Creating or disseminating advertisements concerning an election.
(vi) Recruiting and hiring precinct election inspectors.
(vii) Purchasing or using tabulators, communication devices, signs, tents, voting facilities or locations, or absent voter ballot drop boxes.
(b) "Election official" means any of the following:
(i) The secretary of state.
(ii) The bureau of elections.
(iii) The state director of elections.
(iv) A county, city, or township clerk.
(v) A member of a board of election commissioners.
