A bill to require public employers to make information
concerning health benefits offered to public employees available to
the public; to specify the information required in the report; and
to provide for duties and responsibilities of public employers and
certain state agencies and officers.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act shall be known and may be cited as the
"public employer health benefit reporting act".
Sec. 2. As used in this act:
(a) "Public employee" means an employee, officer, or elected
official of a public employer. Public employee includes an employee
retired from employment with a public employer.
(b) "Public employer" means this state; a city, village,
township, county, or other political subdivision of this state; any
intergovernmental, metropolitan, or local department, agency, or
authority, or other local political subdivision; a school district,
a public school academy, or an intermediate school district, as
those terms are defined in the revised school code, 1976 PA 451,
MCL 380.1 to 380.1852; a community college or junior college
described in section 7 of article VIII of the state constitution of
1963; or an institution of higher education described in section 4,
5, or 6 of article VIII of the state constitution of 1963.
Sec. 3. A public employer shall file a report with the
department of management and budget by 90 days after the effective
date of this act. The report shall include all of the following
information regarding health benefits the public employer provides
to its public employees:
(a) Type of plan or plans offered and the benefits provided
under each plan.
(b) Total annual premium cost for each plan.
(c) Employee share of annual premium cost for each plan.
(d) A description of other costs such as copayments or
coinsurance required of employees to access benefits.
(e) Number of employees receiving health benefits under each
plan and the number receiving individual and family coverage.
Sec. 4. A public employer that maintains a website accessible
to the public shall post the information in the report required
under section 3 on that website.
Sec. 5. Within 90 days after receiving the reports required
under section 3 from public employers, the department of management
and budget shall submit a report to the secretary of the senate and
the clerk of the house of representatives. The report shall include
a description of the average benefits provided under the public
employer plans and the average total premium and cost-sharing
amounts required by the public employers. The report shall also
include a projection of the cost to cover all public employees
using the average figures determined from the public employee
reports.
