HOUSE BILL No. 5933

 

March 9, 2010, Introduced by Reps. Spade, Neumann, Polidori, Gonzales, Byrnes, Slezak and Liss and referred to the Committee on Appropriations.

 

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 266.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 266. (1) The office of federal grants and procurement is

 

created in the department.

 

     (2) The administrator of the office of federal grants and

 

procurement shall be appointed by the governor.

 

     (3) The office of federal grants and procurement shall do all

 

of the following:

 

     (a) Coordinate the activities of state agencies to win

 

competitive federal grants consistent with the policy goals of this

 

state.

 


     (b) Ensure that grants that are awarded to state agencies are

 

administered effectively and efficiently.

 

     (c) Work closely with state and federal officials to

 

positively effect grants to this state.

 

     (d) Assist local units of government, public universities,

 

community colleges, and community-based organizations in

 

identifying federal grant opportunities and provide them with

 

technical and programmatic support.

 

     (e) Host workshops and training that will assist others with

 

grant writing, administration, and evaluation.

 

     (f) Provide the business community with information regarding

 

federal procurement opportunities and find creative ways for the

 

federal government to "Buy Michigan".

 

     (g) Measure, track, and report federal funding to the governor

 

and each house of the legislature, each year.
