Reps. Sowerby, LaGrand, Love, Hope, Pohutsky, Sneller, Stone, Ellison, Bolden, Pagan, Elder, Haadsma, Kuppa, Manoogian, Rabhi, Anthony, Gay-Dagnogo, Hood, Brixie, Lasinski, Shannon, Howell, Marino, Wozniak, Eisen and Brann offered the following resolution:
Whereas, A strong campaign finance enforcement system is vital to democracy. The administration of campaign finance laws and regulations helps ensure transparency and accountability in our elections and government; and
Whereas, The Federal Election Commission (FEC), led by six commissioners that may not include more than three people from the same political party, is charged with administering federal campaign finance law. With jurisdiction over the U.S. House, Senate, and presidential elections, the FEC deals with the disclosure of campaign funds and the enforcement of limits to contributions and expenditures. The FEC is necessary to having integrity, transparency, and accountability in the federal campaign finance system; and
Whereas, Beginning September 2019, the FEC will have three vacancies on its six-member commission, leaving the body without a quorum to conduct much of its important business. The commission will not be able to hold meetings, engage in rulemaking, decide enforcement matters, and carry out other critical functions. While the FEC will still function in some capacity, it will be significantly limited without a quorum on its board of commissioners; now, therefore, be it
Resolved by the House of Representatives, That we urge the President of the United States to nominate commissioners to fill the vacancies on the Federal Election Commission; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States.
