SENATE BILL NO. 284

March 24, 2021, Introduced by Senators LAUWERS, LASATA, HORN, THEIS, STAMAS, ZORN, BIZON, BARRETT, VICTORY, DALEY, OUTMAN and VANDERWALL and referred to the Committee on Elections.

A bill to amend 1954 PA 116, entitled

"Michigan election law,"

(MCL 168.1 to 168.992) by adding sections 31b and 946.

the people of the state of michigan enact:

Sec. 31b. Not later than July 1 of each odd numbered year, and not later than March 1 and July 1 of each even numbered year, the secretary of state shall provide a report to the legislature detailing each contract the secretary of state has entered into with an entity for an election related activity or service.

Sec. 946. (1) This state, a department, agency, commission, or board of this state, or a county, city, village, or township shall not accept from an individual or entity, either directly or indirectly, a gift of money or other consideration to be used for an election related activity or for election related equipment.

(2) As used in this section:

(a) "Election related activity" includes, but is not limited to, voter registration, voter eligibility review, mailing of election materials, sharing of voter information, creation or dissemination of advertisements about an election, or recruiting and hiring precinct election inspectors.

(b) "Election related equipment" includes, but is not limited to, tabulators, communication devices, signs, tents, voting facilities or locations, or absent voter ballot drop boxes.
