SENATE BILL No. 421

 

 

April 1, 2009, Introduced by Senator JACOBS and referred to the Committee on Families and Human Services.

 

 

 

     A bill to amend 1974 PA 258, entitled

 

"Mental health code,"

 

by amending sections 122 and 202 (MCL 330.1122 and 330.1202),

 

section 202 as amended by 1995 PA 290.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 122. The department may establish geographical service

 

districts for its facilities which shall that define the

 

geographical area that will be serviced by a facility. The

 

department may further establish geographical districts for the

 

purpose of contracting for community mental health services and

 

determining desired geographical areas to be served by community

 

mental health services programs.

 

     Sec. 202. (1) The state shall financially support, in

 

accordance with chapter 3, community mental health services

 

programs that have been established and that are administered

 


pursuant according to the provisions of this chapter.

 

     (2) By September 30, 2010, the department shall provide the

 

legislature with a 2-year plan and timetable for limiting the

 

number of community mental health services programs with which the

 

department contracts to 18. The 2-year plan shall include

 

strategies to assure the opportunity for local citizen input and

 

involvement in multicounty community mental health services

 

programs. Beginning October 1, 2012, the department shall contract

 

with not more than 18 community health services programs. Each

 

contract with a community mental health services program shall

 

address responsibility for services and populations that are and

 

are not covered through the medicaid program.
