SENATE BILL No. 1008

 

 

December 3, 2009, Introduced by Senator McMANUS and referred to the Committee on Natural Resources and Environmental Affairs.

 

 

 

     A bill to amend 1994 PA 451, entitled

 

"Natural resources and environmental protection act,"

 

by amending section 82102a (MCL 324.82102a), as amended by 2004 PA

 

587.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 82102a. (1) The Michigan snowmobile advisory committee is

 

created in the department of natural resources and environment. The

 

committee shall consist of 7 individuals appointed by the director

 

for 2-year terms. The members of the former snowmobile advisory

 

board serving on April 29, 1994 shall serve on the committee until

 

the expiration of their terms on the snowmobile advisory board. The

 

director shall appoint 1 member of the committee as chairperson and

 

that member shall serve as chairperson at the pleasure of the

 

director. The membership of the committee shall consist of the


 

following:

 

     (a) Three persons representing the Michigan snowmobile

 

association, 1 from each of the department's 3 regions. One of the

 

3 shall also have experience as an instructor in a snowmobile

 

safety program.

 

     (b) One person representing trail sponsors.

 

     (c) One person representing the business community.

 

     (d) Two persons representing at-large trail users.

 

     (2) The committee shall meet twice each year and at the call

 

of the committee chairperson as needed.

 

     (3) The Michigan snowmobile advisory committee shall advise

 

the department regarding all of the following:

 

     (a) The development of criteria for safety education and

 

training programs.

 

     (b) The allocation of funds from the recreational snowmobile

 

trail improvement subaccount.

 

     (c) The promulgation of rules affecting snowmobile use in this

 

state.

 

     (d) The development of annual updates to the comprehensive

 

plan for implementing a statewide recreational and snowmobile

 

trails system.

 

     (e) Implementation of the recommendations made by snowmobile

 

users regarding trails that should be designated for snowmobile

 

use.

 

     (f) The development of a comprehensive plan for the use of

 

snowmobiles in this state.

 

     (4) As used in this section, "committee" means the Michigan


 

snowmobile advisory committee.
