1.1A bill for an act
1.2relating to the legislature; modifying provisions governing the election of certain
1.3officers and the provision of certain services; establishing a records retention
1.4policy;amending Minnesota Statutes 2010, sections 3.06, subdivision 1; 3.303, by adding subdivisions.1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2010, section 3.06, subdivision 1, is amended to read:
1.8    Subdivision 1. Election. Thereupon, if a quorum is present, the houses shall elect
1.9the following officers, any of whom may be removed by resolution of the appointing body.
1.10The senate shall elect a secretary, a first and a second assistant secretary, an enrolling
1.11clerk, an engrossing clerk, a sergeant-at-arms, an assistant sergeant-at-arms, and a
1.12chaplain.
1.13The house of representatives shall elect a speaker, who shall be a member of the
1.14house of representatives, a chief clerk, a first and a second assistant clerk, an index clerk, a
1.15chief sergeant-at-arms, a first and a second assistant sergeant-at-arms, a postmaster, an
1.16assistant postmaster, and a chaplain.

1.17    Sec. 2. Minnesota Statutes 2010, section 3.303, is amended by adding a subdivision to
1.18read:
1.19    Subd. 11. Geographic information systems. The Legislative Coordinating
1.20Commission shall provide geographic information services to the legislative branch
1.21through an agreement with an executive branch agency or a contract with a private vendor,
1.22or both. Services provided by the executive branch shall be provided in a timely fashion
1.23to the legislature. Services relating to redistricting may not be provided by an executive
1.24branch agency.

2.1    Sec. 3. Minnesota Statutes 2010, section 3.303, is amended by adding a subdivision to
2.2read:
2.3    Subd. 12. Records retention. The Legislative Coordinating Commission must
2.4adopt a records retention policy, for purposes of sections 15.17 and 138.17, that applies to
2.5the house of representatives, the senate, and all other entities in the legislative branch. The
2.6commission must publish this policy on the commission's Web site.
2.7EFFECTIVE DATE.The authority to adopt a policy under this section is effective
2.8the day following final enactment. The Legislative Coordinating Commission must adopt
2.9a policy under this section by July 1, 2012. Policies previously adopted by entities
2.10in the legislative branch remain in effect until adoption of a policy by the Legislative
2.11Coordinating Commission under this section.

2.12    Sec. 4. EFFECTIVE DATE.
2.13Sections 1 and 2 are effective July 1, 2012.
