1.1A bill for an act
1.2relating to capital improvements; appropriating money for improvements to the
1.3Levee Road and riverfront area of Red Wing; authorizing the sale and issuance
1.4of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. RED WING; LEVEE ROAD AND WATERFRONT IMPROVEMENTS.
1.7    Subdivision 1. Appropriation. $1,583,400 is appropriated from the bond proceeds
1.8fund to the city of Red Wing for improvements of a capital nature to the area between
1.9Levee Road and the Mississippi River, extending between Bay Point Drive and Broad
1.10Street in Red Wing. This project includes: reconstruction of Levee Road from Broad
1.11Street to Jackson Street; improvements to storm water, sanitary sewer, and drinking water
1.12infrastructure; replacement of a harbor retaining wall; parking improvements; lighting
1.13improvements; and construction of a segment of the Riverwalk Trail. This grant is not
1.14available until the commissioner of management and budget determines that an amount
1.15sufficient to complete the project is committed to it from nonstate sources.
1.16    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.17bond proceeds fund, the commissioner of management and budget shall sell and issue
1.18bonds of the state in an amount up to $1,583,400 in the manner, upon the terms, and with
1.19the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.20Minnesota Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
