1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2013 Supplement, section 169.868, subdivision 3,
1.7is amended to read:
1.8 Subd. 3. Restrictions. (a) Vehicles issued permits under this section must comply
1.9with all requirements and restrictions in section169.865, subdivision 3 .
1.10(b) A vehicle may be operated under a permit issued under this section:
1.11(1) only to haul freight to or from a distribution facility that is:
1.12(1) (i) constructed on or after July 1, 2013; and
1.13(2) (ii) located within the Department of Transportation District 4; and
1.14(2) only outside of a metropolitan county, as defined in section 473.121, subdivision 4.
1.15(c) A road authority issuing a permit under this section shall designate the specific
1.16route for a movement under the permit on roads under the jurisdiction of the authority.
1.17EFFECTIVE DATE.This section is effective the day following final enactment.
1.18 Sec. 2. SPECIAL FREIGHT DISTRIBUTION PERMIT ISSUANCE.
1.19A road authority, as defined in Minnesota Statutes, section 160.02, subdivision 25,
1.20may not issue a permit under Minnesota Statutes, section 169.868, until on or after the
1.21August 1 following adjournment of the next regular session of the legislature after release
1.22of the comprehensive truck size and weight limits study required under Moving Ahead for
1.23Progress in the 21st Century Act, Public Law 112-141, section 32801.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
