1.1A bill for an act
1.2relating to lawful gambling; modifying the definition of paddlewheel games;
1.3amending Minnesota Statutes 2012, sections 349.12, subdivisions 28a, 28b,
1.429; 349.211, subdivision 2b.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 349.12, subdivision 28a, is amended to read:
1.7    Subd. 28a. Paddle ticket. "Paddle ticket" means a preprinted ticket that can be
1.8 preprinted by a manufacturer used to place wagers on the spin of a paddlewheel or a ticket
1.9printed by an approved point of sale system at the site that records each wager made for
1.10each spin of a paddlewheel at the site for use with an electronic simulated paddlewheel
1.11connected to a multiwheel server. No paddle ticket may include wagers for more than ten
1.12consecutive spins.
1.13EFFECTIVE DATE.This section is effective the day following final enactment.

1.14    Sec. 2. Minnesota Statutes 2012, section 349.12, subdivision 28b, is amended to read:
1.15    Subd. 28b. Paddle ticket card. "Paddle ticket card" means a card to which
1.16detachable paddle tickets are attached. Paddle tickets printed at the site by the approved
1.17point of sale system are not required to be used with or be attached to a paddle ticket card.
1.18EFFECTIVE DATE.This section is effective the day following final enactment.

1.19    Sec. 3. Minnesota Statutes 2012, section 349.12, subdivision 29, is amended to read:
1.20    Subd. 29. Paddlewheel. "Paddlewheel" means a vertical wheel marked off into
1.21sections containing one or more numbers or one or more symbols, and which, after being
2.1turned or spun, uses a pointer or marker to indicate winning chances, and may only
2.2be used to determine a winning number or numbers or symbol or symbols matching
2.3a winning paddle ticket purchased by a player. A paddlewheel may be an electronic
2.4device that simulates a paddlewheel including a server that controls the random outcome
2.5graphically displayed and records the wager selections made on all tickets sold and wins
2.6payable at each site connected to the server. No server controlling the random outcome for
2.7more than one paddlewheel shall activate or enable spins on any paddlewheel within four
2.8minutes of a previous spin on that paddlewheel.
2.9EFFECTIVE DATE.This section is effective the day following final enactment.

2.10    Sec. 4. Minnesota Statutes 2012, section 349.211, subdivision 2b, is amended to read:
2.11    Subd. 2b. Paddlewheel prizes. The maximum cash prize which may be awarded
2.12for a paddle ticket is $70. An organization may not sell any paddle ticket an individual
2.13wager on a paddlewheel for more than $2, and no person may wager more than $50 on
2.14any one spin of a paddlewheel.
2.15EFFECTIVE DATE.This section is effective the day following final enactment.
